Department of Military Affairs and Public Service (DMAPS)/ Division of Homeland Security & Emergency Management, Kanawha Co. - Position is responsible for the oversight of the Superfund Amendments and Reauthorization Act (SARA) Title III program for West Virginia. This program deals with the concerns regarding the environmental and safety hazards posed by the storage and handling of toxic chemicals and helps communities prepare for and respond to emergencies involving hazardous substances. This position will develop procedures, guidance and supervision of the Hazardous Materials Emergency Preparedness (HMEP) Grant Program, review and analyze federal regulations governing United States Department of Transportation (US DOT) Grant Guidance. Will also develop state policy, guidance and procedures for distribution to the local emergency planning committees based on review and analysis of federal and state policies and regulations. Supervises and manages Tier II reporting for WV facilities. Administer and manage the State Emergency Response Commission/Local Emergency Planning Committees (SERC/LEPC) Grant Program in coordination and compliance with state and federal guidelines and requirements. Analyze and review local and state by-laws, LEPC memberships, reports and products and helps in correcting deficiencies. Develop and produce the LEPC membership handbook, manager the SERC budget and submit reports to the SERC on budget activities. Develop and maintain a system to receive and evaluate hazardous material spill and release notifications throughout the state. Facilitate bi-monthly SERC Commission meetings. Develop and execute a yearly SERC conference for 250+ attendees. Assist facilities in throughout WV of the obligations, responsibilities, and penalties under federal and state law and assist in compliance efforts. Attend LEPC meetings throughout the state. Create and maintain a database of toxic release inventories submission for WV facilities. Represent the agency at meetings and conferences. Performs clerical and administrative tasks. Will be required to work the Emergency Operations Center during activations. Performs other duties as assigned by the Director.

MINIMUM QUALIFICATIONS

Training: Bachelor's degree from a regionally accredited four-year college or university.

Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training on a year-for-year basis.

Experience: One year of administrative or technical planning experience in a field related to the assigned program area of the Office of Emergency Services. OR

Training: Graduation from a standard high school or the equivalent.

Experience: Five years of full-time paid employment in electrical communications one year of which must have included administrative or supervision responsibility for the designing, installing or operation of a large-scale and varied wire and radio communication system or a communication facility.

Substitution: An Associate degree in electronics technology from an accredited college or university or successful completion of an approved program in electronics of at least 2000 clock hours may substitute for two years of the non-administrative, non-supervisory experience. OR Successful completion of an approved program in electronics technology of at least 1000 clock hours plus the equivalent of one year full-time paid employment in electronics equipment maintenance and/or repair may substitute for two years of the non-administrative, non-supervisory experience.
