VSolvit LLC, is actively seeking to add a System Analyst to our staff to help support the US Navy NAVFAC Enterprise Business Systems programs. The primary focus will be on the US Navy's global energy management system. . This Systems Analyst will examine the workings of the applications to offer solutions to problems and develop procedures for better decision-making and delivering values customer output. The System Analyst will gather information by interviewing employees, customer, reading reports and reviewing other relevant information. The System Analyst will determine which data are relevant and what methods should be used to analyze them. Then use the statistical analysis, simulation and optimization to develop practical solutions. The System Analyst will be called upon to gather implement computer system requirements by defining and analyzing system problems; designing and testing standards and solutions.

The new team member we seek must have outstanding communication skills. This position relies heavily on communicating with the Development Team, Quality Assurance and most importantly Navy CIRCUITS users and management. A technical background is extremely helpful to not only translate user requirements to developers and testers but to assist CIRCUITS users in understanding what is being developed for their use. This requires facilitating meetings and discussions with all interested parties.

Working within a fast-paced environment requires the candidate to continually and accurately update the applications that are used to house requirements. This information needs to be dispersed in a timely manner so that a steady and detailed flow allows work to continue without interruption.

Ideally, the candidate will be able to investigate complex issues, make decisions and develop solutions. A good problem-solving attitude and excellent analytical skills are equally important in order to be considered for this position.

Systems Analyst Job Duties:
Defines application problem by conferring with customer, VSolvit staff and other stakeholders; evaluating procedures and processes.
Develops solution by preparing and evaluating alternative workflow solutions
Controls solution by establishing specifications; coordinating production with programmers
Validates results by testing programs
Ensures operation by training client personnel; providing support
Provides reference by writing documentation
Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
Accomplishes information systems and organization mission by completing related results as needed

Basic Qualifications:
Bachelor’s degree preferable in Computer Science or above
2+ years experience SQL development, preferably Oracle
1+ years experience in Agile development
2+ years’ experience in statistics and database software
2+ years as a System Analyst/Programmer Analyst supporting DoD applications
Secret Clearance is required

Preferred Qualifications:
Masters degree preferable in Computer Science or above
Strong knowledge of quantitative analysis
Knowledge of engineering, math, physics
Strong problem-solving solutions
Can develop work-flow charts and diagrams by studying system capabilities
Can verify results by completing tests
Ability to communicate effectively in English, both verbally and in writing
Ability to work as a team member
3+ years experience working with ASP.NET with MVC, Visual C#, SQL, JavaScript, jQuery, and web services
Knowledge of RDBMS, i.e. Oracle 12c
Certified Scrum Master a plus
Security+ or CSSLP certification a plus
5+ years’ experience in statistics and database software
5+ years as a System Analyst/Programmer Analyst supporting DoD applications
Ability to work well with others and collaborate on complex technical matters
Excellent listening skills to understand clients' or colleagues' needs
Proficiency with documentation skills, including but not limited to design documents, technical white papers, test plans, and user manuals is a plus
