Position Summary & Responsibilities:
This NSE Benefits Consultant (K0221761) position interprets group health insurance (GHI) policies and procedures established by the Health Care Commission (HCC) in accordance with federal and state law, statutes and regulations including Medicare and COBRA in order to determine eligibility for non-state employer (NSE) groups and members under the State Employee Health Plan (SEHP). Meet deadlines, standards and regulations set by federal and state law, HCC, and SEHP. Audits eligibility data received to ensure compliance with SEHP policies and procedures. Approves and enters new enrollments, terminations, life event changes and membership/eligibility data into Membership Administration Portal (MAP) for NSE group members; active employees and direct bill members. Process daily workflow through imaging and ensure all membership documentation/correspondence is linked appropriately to member's record in imaging. Executes reports, verifies and makes corrections to health care membership data. Contact carriers and other vendors with urgent membership eligibility issues and updates. Reviews and makes decisions on member submitted communication forms for appeals, corrections and requests for exceptions under the SEHP. Presents and discusses exceptions with supervisor. Generate program correspondence to member and NSE human resource (HR) representatives. Participates in the design and content of the NSE Open enrollment materials including information for the SEHP website and newsletters. Errors may result in members having incorrect or no coverage, incorrect premium billing for non-state employer groups, state agencies or Direct Bill members, incorrect claims administration by carriers, increased costs in the SEHP, and potential violation of federal and state laws, statutes and regulations.
Job Responsibilities may include but are not limited to the following:
Interprets group health insurance policies and procedures in order to advise participating active and non-state group employers and members of the requirements that must be met before an individual is eligible to participate in the COBRA continuation insurance program. Responsible for determining eligibility requirements in accordance with COBRA federal laws for COBRA Continuation coverage offered through the SEHP. Approves or denies application for COBRA coverage or change in COBRA coverage. Receives and addresses inquiries from state agencies, non-state group employers and members regarding COBRA eligibility and election procedures. Independently reviews applications to determine if a bona fide qualifying event allows for mid-year eligibility. Enters membership data into the Membership Administration Portal (MAP) for COBRA participants. Links all membership documentation to member’s record via imaging. Verifies and makes necessary corrections to COBRA membership data entered in MAP. Contacts carriers with urgent membership updates. Errors will result in: members having incorrect or no coverage, incorrect premium billing for members, and violation of COBRA laws.

High School or GED
High school diploma or GED and 6 months of experience in business, insurance, public health or related field.
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Bachelor’s degree in business, insurance, public health or related field.
