Facilities, Plant Operations & Support Director - 1904092
At Stony Brook Medicine the Facilities, Plant Operations & Support Director will be responsible to coordinate all phases of Plant Operations, Housekeeping, and Construction. The incumbent will support the Associate Director of Facilities with the daily operations of the East Campus services. The incumbent manages the daily operation of major capital construction projects and renovation construction projects. The incumbent will coordinate with the hospital’s senior leadership, State University Construction Fund, hospital administrators and various department heads/managers within Stony Brook Medicine’s community. The Incumbent must have experience in regulatory compliance, Joint Commission, CMS, and OMH survey experience.
Duties of a Facilities, Plant Operations & Support Director may include the following but are not limited to:
Incumbent will report directly to the Associate Direct of Facilities and Support Services. He/she will support the daily operation of the East Campus Facilities and Support Services operations under the division of Facilities, Plant Operations and Housekeeping.
Daily supervision, leadership and management of in-house construction staff, SFE labor, construction staff, Plant Operations and Housekeeping staff. Reviews project goals, quality of work, project schedules and associated project costs to achieve completion of the project within schedule and budget allocations. Reviews time and attendance records. Performs annual evaluations of employees following the appropriate union and hospital policies and procedures. Ensures staff development by scheduling pertinent education/training sessions. Ensures staff compliance to the division’s policies and procedures. Ensures daily activities and overall progress of code compliance, enforcement, staffing, daily inspections, drawings review, and code interpretation.
Participates in the Certificate of Need process i.e. provide CON assessment for new project requests, develops construction timeline for start and end of construction, coordination of the CON sanitarian site visit. Participates in the CON site visit, formulates plan of correction action items that are identified during the site visit and provides follow up as needed to ensure that the plan of correction has been implemented.
Responsible for the development and maintenance of the construction, Plant Operation, and Housekeeping schedules as required.
Reviews and approves procurement paperwork, funding requests, requests for proposals, and requests for qualifications as required. Reviews outside contractor invoices for payments requisitions for projects as per the construction/design contract and schedule of values.
Ensures that all, Life Safety inspections are completed for DOH and Joint Commission. Ensures that OMH requirements and CMS documentation is reviewed and in compliance. Ensures that project documentation i.e. construction drawings, project schedule, procurement paperwork, requests for proposals, vendor payments, requests for information, submittals, change in scope forms etc. are uploaded and maintained in Project Mates.
Provide a monthly activities report of projects to the Senior Project Director and Associate Director. Schedule and participate in various department meetings i.e. weekly construction meetings, Plant Operation, Housekeeping, hospital architectural meetings, ICRA meeting, and department head meetings. Schedule project meetings and finance meetings as needed. Work with division’s leadership to keep apprised of the hospital’s project priorities.
Oversight for all phases of maintenance, housekeeping and construction activities including but not limited to coordinating the division’s workforce, materials and equipment purchases. Ensures that construction specifications are being followed as per the project scope i.e. building requirements of the JCAHO, NYS Department of Health and state and local regulatory requirements.
Ensures that documentation and approvals are processed as per the department’s change in scope policy and procedure in the event that scope creep or user requests are initiated during design or construction.
Ensures that as-built and red-line documents are provided to Architectural Services for uploading into the ATG database.
Bachelor’s Degree in engineering or construction management or equivalent with at least 5 years’ experience in coordinating new construction, renovations, alterations in a healthcare environment. In lieu of a degree, 10 years direct experience in managing new construction, renovations, alterations, in a large healthcare facility.
Must have the ability to manage and track all Joint Commission, CMS, OMH, inspections and to ensure follow up on regulatory compliance, maintenance requests, new construction/renovation projects and housekeeping requests.
Must have administrative and financial experience.
Must be well versed in new construction, renovations and alterations, possess effective- communication skills verbal/written with vendors, user groups, high level leadership, design firms and construction contractors.
Must be able to work independently with minimal supervision.
The candidate must possess practical hands on experience in the fields of Infection Control, Fire Safety, NFPA, Joint Commission, OSHA and NYS DOH regulations, as well as codes and regulations governing health care facilities.
Experience in planning, coordinating, administering, and exercising strategic and overall operational controls.
Incumbent must have the ability to apply the latest standards in construction project management and quality assurance.
Must be a dedicated, reliable and flexible to work evening and weekends
Computer literacy and experience with spreadsheet and project management programs are essential.
