Your Role and Responsibilities

The GWAC/IDIQ Program Manager (PM) has responsibility for the management and business development of several Government wide Acquisition Contracts (GWAC) and Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts. The PM must possess the skill and insight to work with Government Clients and IBM executives, Account Leaders and Growth team in completing assigned business development and market intelligence activities in support of pursuit of IDIQ/GWAC/MAC contract Task Orders, pipeline development, market research, opportunity analysist and identification. The Program Manager is also responsibilities for Contract vehicle administration and master contract deliverables.
The Program Manager has responsibility for master contract deliverables and compliances, and ensures that all required reporting information is accurate, complete and submitted in accordance with the contract
The Program Manager develops and maintains highly effective relationships with the government contract management offices and represents the company as primary point-of-contact for the assigned contract vehicles
Identify and qualify new business opportunities and maintain pipeline within the scope of company’s existing capture management discipline
The Program Manager has responsibility for the internal distribution of task order RFIs and RFPs opportunities across multiple IDIQ/GWAC contract vehicles based on established opportunity filters and communities of interest and for educating IBMers and government customers on the features and benefits of the contract vehicles
Assist with supporting the development and maintenance of repeatable proposal development procedures, artifacts, and templates and SOOs tailored to best practices for the specific IDIQ/GWAC contracts
Assist with maintaining content in GWAC COE internal/external websites and marketing materials and collateral for specific contracts
Perform administrative and analytical tasks in support of GWAC PMs for multiple IDIQ/GWAC contracts
Participates in special projects as required.

Required Technical and Professional Expertise
Excellent communication skills and ability to interact with senior leadership
10+ years of experience in IDIQ/GWAC/Schedules management, capture and proposal response
Ability to work in a fast-paced environment, handle multiple, concurrent activities with short turn-around times with multiple internal and external customers
Strong understanding of the business development lifecycle, government procurements, and how to capture opportunities
Excellent GovCon relationships, and proven ability to form strategic industry partnerships
