About Our Job
TheDepartment of General Servicesis looking to you to assume the role of our new Deputy ExecutiveDirector. Our Deputy Executive Director will possess a unique set of skills that bridge the space between the Executive Director as our visionary leader and the execution of strategy and ongoing day to day operations of our business. You will partner with the Executive Director to develop and implement this transformative strategic plan, so having the ability to take a vision to implementation is crucial for success in this role.
You are an innovator and never settle for the status quo. Your strength is in knowing how to make those big ideas a reality. This will require tact and strong relationships with the leadership team in General Services. As second in command, you will offer guidance and input on diverse business operations, so we expect you to be an experienced and effective leader and possess excellent business acumen and an exemplary work ethic.

Reports to: General Services Executive Director
Direct Reports: Facilities Management Division Director, Purchasing Division Director, Support Staff (5)

Some of the Day to Day:
Develop annual and multi-year operation plans and strategies to meet General Services' needs.
Review, analyze and offer recommendations to the Executive Director on current operations in terms of staff, assigned functions and performance metrics to ensure alignment with the divisions' operation plans and the General Services' strategic plan.

Develop the General Services' annual budget and monitor financial performance and initiate corrective action or modifications as needed.
Develop and direct the implementation of policies, procedures and work standards/processes that are compliant and promote a positive customer experience. Innovation is key to this development.
Manage the Contracts Office in charge of executing and overseeing compliance of all city-wide contracts.
Manage our security personnel who oversee facility security in 135 city buildings.
Manage our PIO/Communications Team who ensure we are effectively communicating with our customers across the organization.
Cultivate, foster and maintain positive working relationships with other city agencies/departments, community/business groups and elected officials to gain their cooperation and support to further General Services' interests and objectives.
Represent General Services in meetings with elected and appointed officials, other city entities and state and federal agencies.

Serve as the General Services' representative with a variety of public, business and community organizations.

Coach, mentor and develop staff. Champion continuous improvement including devising new strategies and new opportunities.

About You
Our ideal candidate will possess most of the following skills and experience:

A Masters' Degree
Strong understanding of finance and expertise with budgets
Extensive experience building and leading teams
Experience with Change Management
Experience in making well informed and decisive personnel decisions
Experience in leading process improvement initiatives
Experience in program development
Experience with policy creation/writing
Experience facilitating and executing strategic initiatives
Experience in contract negotiation and management

Bachelor's Degree in Business, Finance, Human Resources or a related field.
Three years of management level work experience which must have included managing subordinate supervisors.
One year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions.

Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. (For example, if a Baccalaureate Degree is required, eight years of relevant experience can be substituted.)

A relevant Master's Degree may substitute for up to one year of the experience requirement.

By position, possession of a valid Colorado Class "R" Driver's license at the time of application or within six months of probation.

Completion of new manager training program prior to the end of probation.

About Everything Else
Classification Title: We call this job a Deputy Executive Director. The official classification title is Executive.

Hiring Range: $111,440-$145,000
