Noblis ESI is looking for a Project Acquisition Analyst with an ACTIVE Top Secret SCI clearance to work in Chantilly, VA.
Provide Project Acquisition Support and Systems Engineering Technical Assistance (SETA) to the PM/COTR:
Support management and execution of EVMS work associated with multiple contracts and assist the COTR/Project Lead with the development of meaningful Earned Value analysis/interpretation to support timely and effective decision-making.
Continually assess EVM reporting based on evolving DNI/DoD policy and related implementation guide for compliance and develop program specific EVM implementation plans based on this assessment.
Monitor EVM related data calls and prepare response(s).
Support the application of program management best practices for implementation of earned value concepts across all designated efforts.
Support the development and delivery of EVMS training for all designated COTRs and Government Project Leads.Coordinate, generate and review SOWs, SOOs, PWSs, RFPs, and Product Change requests for new requirements and assist the PM/COTR in evaluation of development contractor proposals.
Assist the CO/COTR/PM during development of RFP packages and coordinate completion of Technical Evaluation of proposals received in response to RFPs.
Draft and submit funding documents and well as track funding metrics.
Track and respond to office tasking, build and present program briefings and update project schedules and calendars.
Familiarity with project management, scheduling, requirements, and program office functions.
Ability to work independently with minimal supervision and perform other duties as assigned.
Must have an ACTIVE Top Secret SCI clearance and be able to successfully obtain a polygraph
Extensive experience with MIPR acceptance process and NRO business process for funds acceptance
Expertise in budget forecasting, financial planning, and contract execution tracking / analysis
Demonstrated knowledge of Government finance – appropriations, expenditure types, obligation and expenditure rules and metrics
Finance professional with excellent communication skills to coordinate with external partners on a daily basis
Define funding priorities for software development, integration, and training requirements
Assist the PM in acquisition activities to include:
Coordinate and establish SOW requirements
Review and write technical evaluations of contractor proposals
Draft Interagency Agreements
Develop Requests for Proposal (RFPs) for contract modifications
Travel is required three days per month CONUS, as well as frequent local area travel for meetings / conferences
