About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Extensive knowledge of finance, business, and administrative functions as they apply to signature reduction programs.
Conducts acquisition and maintenance in support of unique signature reduction activities for a large program.
Serve as a subject matter expert for administering financial duties within the organization to maintain unique signature reduction programs.
Uses extensive knowledge management skills and establishes systems and processes for tracking and maintaining a variety of individual and organizational mechanisms.
Serves as a Signature Reduction Project Officer and Counterintelligence Specialist responsible for the establishment, acquisition, maintenance, accountability, and use of signature reduction programs.
Applies extensive knowledge of multi-disciplined security and counterintelligence principles, methods and techniques in developing plans and procedures for the effective implementation of signature reduction programs.
Manages all Signature Reduction finance and business activities for a larger programs.
Applies administrative financial management and due diligence methodologies throughout Project Officer duties.
25% or less - You may be expected to travel for this position.

Must be able to obtain and maintain a Top Secret security clearance with access to sensitive compartmented information and special access programs.
Two year trial/probationary period may be required.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Temporary travel up to 20% of the time within and outside of the Continental United States.
Incumbent must be willing to work overtime and irregular hours.
Must sign a statement attesting to the understanding of DCIPS provisions.
This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
Must be able to attend the Counterintelligence Special Agents Course.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe specialized experience which prepared you to do the work in this job. Specialized experience is defined as: which includes experience in developing signature reduction programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG-12).
You will be evaluated on the basis of your level of competency in the following areas:

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
