Summary
This position is located in the National Oceanic & Atmospheric Administration (NOAA), National Weather Service (NWS) Alaska Region Headquarters, and Administrative Services Division.

Cost of Living Allowance (COLA) for Anchorage, Alaska is 3.74% and is not federally taxed. The COLA is not reflected in the locality salary shown in this vacancy announcement. COLAs are exempt from Federal income taxes; post differentials are not.

Responsibilities
As an Administrative Officer (Division Chief), you will perform the following duties:
Supervise the Administrative Management Division (AMD) staff, which includes evaluating work, counseling employees on work and administrative matters, interviewing candidates for positions, enforcing disciplinary matters and identifying training for staff.
Provide direction within the Region and maintains liaison with NWSH, WFMO, and other stakeholders in order to operate, and effectively maintain, the Alaska Region AMD.
Oversee all administrative programs within the Alaska Region, including personnel actions, student and volunteer programs, personnel security, EEO, diversity, performance, discipline and recognition programs, budget, procurement, travel, and property.
Responsible for recommending changes to ensure the latest policies and procedures are integrated into the overall administrative aspects and programs of the Alaska Region. Conducting administrative and management program reviews of offices in the region and providing findings and recommendations to office managers and the Regional Director.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:

Providing program oversight for a wide range of administrative and operational support services for an organization, which included responsibility for directing a budget, management, staffing, supply, and property; and
Providing recommendations to senior officials which have a direct and substantial effect on the organization and programs managed.
Education
Substitution of education for specialized experience is not applicable to this vacancy.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
