JOB TITLE: Director-Legislative Affairs & Ethics

JOB SUMMARY

The Director, Legislative Affairs & Ethics reports to the Vice President of Legislative Affairs & Ethics and is responsible for achieving Charter’s legislative goals, including state and local policy initiatives, support for company programs and ethics compliance.

MAJOR DUTIES AND RESPONSIBILITIES

  • Help develop and execute legislative strategies for a diverse number of issues involving cable, telecommunications and other areas of interest for the company across its 41 state service area
  • Work closely with state associations, intergovernmental organizations, government affairs, business and corporate leaders, providing advice and recommendations and collaborating to achieve goals
  • Provide company leadership with timely legislative updates; track legislation and represent the company with members of state legislatures, state legislative committees, staff, state associations and intergovernmental organizations
  • Facilitate legislative engagements, including briefings, visits to company facilities, and events
  • Remain informed about various issues within Charter as well as issues being considered by state legislatures
  • Understand legislative priorities and concerns and effectively communicate those concerns to government affairs and company leaders; similarly the individual will understand company priorities and concerns and effectively communicate those concerns to the state legislators and staff, state associations and intergovernmental organizations
  • Prepare talking points, memoranda and other written communications to support legislative advocacy
  • Participate in external advocacy with state and local legislators and others with interest and authority to impact Charter’s public policy objectives
  • Coordinate with VP to advise colleagues on lobbying, political ethics, reporting and compliance matters
  • Assist in development and implementation of compliance related policies and procedures as needed
  • Prepare ethics reports and ensure timely filing of reports with state and local agencies
QUALIFICATIONS
  • Experience communicating policy views to state legislative staff and knowledge of the state legislature environment is essential, as well as knowledge about the professional standards for lobbyists
  • The ability to quickly and thoroughly analyze a broad range of issues utilizing varied analytical techniques is key, as is sophisticated/strategic thinking to determine how best to influence decision/policy makers
  • Demonstrated abilities at setting and meeting objectives while reacting within a dynamic internal and external environment are a must
  • The ability to synthesize complex problems/policy issues while identifying their related business implications and the actions necessary to advocate a recommended outcome is essential
  • Uncompromising ethics, integrity, sound judgment is essential
  • A hands on approach to problem solving, as well as a professional executive presence for interacting with and influencing public policy decision makers, senior management and executives internal and external to the company is necessary
  • The ability to influence, negotiate with, and persuade others is required. Must be flexible and demonstrate strong judgment/decision-making skills, and political acumen
  • A strong commitment and ability to work cooperatively in a fluid team environment is paramount
  • The demonstrated ability to build and foster effective relationships with others is critical
REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge
Ability to communicate orally and in writing in a clear and straightforward manner
Ability to handle multiple projects and tasks
Ability to make decisions and solve problems while working under pressure
Ability to read, analyze, and interpret legislation, statutes, regulations, agency notices, and public filings
Ability to work independently
Ability to write speeches and articles for publication and to effectively present information to top management, legislators and staff, public groups, and/or boards of directors
Knowledge of broadband, voice and cable television products and services
Detailed knowledge of legislative procedures and processes

Education
Bachelor's degree
Law degree and active license to practice law preferred
