ECS is seeking a Procurement Proposal Specialist to work in our Fairfax, VA office.
ECS Federal is seeking a motivated individual to join our growing contracts and procurement organization as a Procurement Proposal Specialist. The successful candidate will be responsible for supporting a variety of proposal efforts by being the primary interface with subcontractors and vendors.
Draft and negotiate Nondisclosure Agreements and Teaming Agreements;
Participate in proposal kickoff meetings;
Review solicitations for requirements, risks, and issues;
Provide recommendations and guidance to the proposal team;
Draft compliant small business subcontracting and participation plans;
Issue RFQs to subcontractors and vendors;
Conduct price analyses;
Issue Consulting Agreements for proposal support;
Support post-award procurement activities in between proposals;
other duties as assigned
Bachelor’s Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience.
7+ years' of industry experience with Federal Government Contracting and Subcontracting.
Experience with CPSR.
Proficient in Microsoft Office applications (Word, Excel, Powerpoint, and Outlook).
Familiarity with Federal Acquisition Regulation and its supplements, as well as the Uniform Commercial Code.
Outstanding communication and negotiation skills.
Experience supporting proposals and providing risk mitigation guidance to proposal team.
