LOCATION: JFHQ-Air, Johnston, Iowa


As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-12 your duties are below;

Provides state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training.
Coordinates a statewide incentive program, and serves as the focal point for all matters pertaining to the program.
Responsible for the management of the State ANG Retention Program for enlisted and officer personnel.
Recommends policies and procedures for enhancing both the state and Air National Guard Enlisted Retention Program. Evaluates the adequacy of national and state advertising programs.
Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Assists in maintaining orderly and efficient accomplishment of the office administrative workload.
Manages the state Officer Effectiveness Report Program. Provides information to staff personnel regarding trends, and informs commanders of current policies and procedures.
Monitors the ANG Schools Program and performs follow-on training for Professional Military Education (PME) and all technical schools not associated with inactive duty training.
Conducts research on difficult individual personnel and administrative problems; provides technical and specialized data, background material, and references; and recommends solutions and courses of action to be followed. Drafts policies and procedures affecting personnel programs, administrative management, and program development for statewide implementation.
Schedules and approves leave requests for subordinates; establishes performance standards, and makes formal appraisals of work performance; practices good position management policy; initiates announcements of vacancies, and makes selection from available candidates.
Implements the provisions of the equal employment and employee/labor relations programs, and keeps employees informed on all aspects of the personnel program (e.g., position classification, merit promotion).
Provides guidance and coordination of ANG Family Program matters within the state. Functions as a liaison between the Joint State Family Program Coordinator and the Director of Personnel (DP) at Wing level.
Provides direct oversight to the Family Program and the Family Program Coordinator contract. Develops plans, programs and budget requirements. Allocates and approves expenditures. Ensures volunteers have the resources and support.

MINIMUM REQUIREMENTS: Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0201-12: Must have experience in the following:
Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement.
Experienced in planning for and executing all personnel programs and Human Resources Information Systems.
Managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing.
Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports.
Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management.
Experienced in the allocation of military and civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements.
Knowledgeable of the equal opportunity and sexual assault prevention and response program.
Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment.

Air National Guard Officers; An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
Air National Guard Enlisted; Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a secret clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS.

Ability to independently research and evaluate retention and turnover rates within a wide range of military personnel career fields. Reports and analyses, which include substantive recommendations, are prepared for presentation to senior level officials.
