Controller for Tulsa City-County Library

The Tulsa City-County Library (TCCL) has an opening for a new position in our business office. The Controller will manage the financial operations of the entire library system including accounting, audits, retail operations, and contracts; they will also assist with budget preparation and forecasting. This key contributor will report directly to the CFO, and will supervise the business office staff.

TCCL is a mainstay of Tulsa County, with twenty-four branch locations, two support centers, and a retail Starbucks store located in the central library downtown. This new role will lead in streamlining processes and ensuring key metrics are achieved. The best qualified candidates will have non-profit or government accounting experience to provide immediate value.

Essential Functions:
Manage all aspects of accounting: billing, financial statements, bank reconciliation, general ledger posting, budgeting, inventory accounting, revenue recognition, and various special analyses.
Define, benchmark and implement operational best practices.
Maintain documented system of accounting policies and operations.
Oversee payments of all accounts; ensuring all are paid on time.
Monitor cash and funding balances.
Maintain organized system of all accounts, statements, transactions, payments, and debts.
Prepare and organize financial statements for record and review.
Prepare monthly, quarterly and annual financial reports.
Manage the bi-annual budget review and forecasts.
Advise on financial analyses and decision-making regarding capital investments, pricing, contract negotiations, significant costs, benchmarks, and other matters with management and chief financial officer.
Organize information and statements for both internal and external audits.
Ensure compliance with all local, state, and federal laws and regulatory requirements regarding finances, tax filings, and reporting.

Bachelor’s Degree in Accounting required;
Masters of Business Administration, CPA, or government accounting experience preferred;
Eight to ten years of related finance or accounting administration experience required;
Five plus years’ leadership experience overseeing multiple functional areas required;
Strong understanding of comprehensive financial management programs and budget preparation required.
Advanced knowledge of business operations of a mid-large size organization preferred.
Prior experience with non-profit or government entity preferred.
Ability to gain thorough knowledge of the Tulsa City-County Library’s policies and procedures, especially as they relate to governmental accounting practices.
Proven ability to lead and manage financial operations of a mid-large size organization.
Ability to learn and apply appropriate State and Federal laws affecting libraries.
Demonstrated experience in organizational customer service by listening to feedback and providing solutions that meet financial, institutional, and team goals.
Proven success in effectively supervising, mentoring and motivating diverse staff.
Adept at process management; knows how to organize people and activities. Can simplify complex processes, see opportunities for synergy and integration and apply appropriately to get more out of fewer resources.
Exceptional attention to detail and high level of analytical thinking.
Proven ability to establish priorities, forecast needs, and organize workload effectively and efficiently to accommodate numerous deadlines.
Ability to manage multiple projects with numerous dependencies and integration points.
Ability to establish and maintain effective working relationships with staff across all departments and at different levels within the organization.
Valid Oklahoma driver’s license to travel between libraries, meetings and appointments throughout Tulsa County.
Knowledge of computer equipment and relevant software and hardware.
Salary range: $74,000-$92,000 annually
