Summary The Department of Finance and Administration (DFA) Statewide Program Specialist is responsible for performing specialized duties within a program or project and providing technical assistance to state agencies and institutions of higher education regarding the area of expertise. This position is governed by state and federal law and agency policy. Typical Functions Discusses routine and non-routine issues and problems with agencies and institutions of higher education; reviews, analyzes, and processes requests; meets with requestors to ascertain additional information or reasoning for request or action; interprets and disseminates legislation, policies, and procedures, and ensures state agencies' and institutions' compliance through review of organizational structures or activities; provides technical assistance on a wide range of topics and issues which may relate to Generally Accepted Accounting Procedures (GAAP), state and federal accounting, budgeting, or personnel procedures, best business practices, fiscal laws and regulations, and compliance with the established state guidelines. Participates in the review and development of legislation, policy, procedure, action, and guidance in the area of expertise, including accounting, budgeting, and human resource management. Coordinates routine and non-routine process requests and actions with other DFA offices and sections. Performs area of expertise duties in conjunction with annual or biennial needs or in preparation of the State's Comprehensive Annual Financial Report (CAFR) for governmental entities from information submitted by state all agencies; assists agencies and institutions of higher education with requirements and justification; prepares or enters system information, including Arkansas Administrative Statewide Information System (AASIS), Planning, Budgeting, and Administrative System (PBAS), etc.; performs analytical reviews of accounting, budgeting, and/or human resource requests to ensure the accuracy of data and the diagnosis and appropriate corrections/resolutions of problems, prior to the production of agency budget manuals or financial statements and the CAFR. Responds to executive and legislative information requests and represents office at meetings as required or requested. Prepares written and electronic communication items for state agencies and institutions of higher education. Represents office at meetings inside department and externally. Performs other duties as assigned. Special Job Dimensions May require occasional in-state and out-of-state travel. Knowledge, Abilities, and Skills Knowledge of state and federal laws and regulations relating to area of expertise, including Generally Accepted Accounting Procedures, budgeting guidelines, and/or human resource requirements. Knowledge of the principles, methods, and practices of public administration and programdevelopment. Knowledge of accounting and financial management, budget management, and/or humanresource management. Knowledge of state accounting, budgetary, human resource, and payroll policies andprocedures. Knowledge of information technology systems related to area of expertise. Ability to interpret and apply laws, rules, regulations, executive orders, policies andprocedures. Ability to evaluate the effectiveness of systems, programs, policies, procedures, andguidelines. Ability to plan, coordinate, and evaluate assigned activities engaged in a broad range offunctions. Ability to utilize information technology systems related to area of expertise. Ability to prepare and present oral and written information and reports. Ability to prepare proposed legislation, policies, and procedures for the implementationand administration of area of expertise. Ability to interpret, analyze, and resolve highly complex administrative, financial, andhuman resource problems and issues. Minimum Education and/or Experience Office of Accounting - The formal education equivalent of a bachelor’s degree in accounting with sufficient hours to sit for the Certified Public Accountant Examination; plus two years of progressively more responsible experience in general accounting or fiscal management. ORThe formal education equivalent of a bachelor’s degree in accounting with sufficient hours to sit for the Certified Public Accountant Examination; plus one year of progressively more responsible audit experience. Office of Budget – The formal education equivalent of a bachelor’s degree in accounting, finance, economics, business administration, public administration, or a related area; plus three years of progressively more responsible experience in budget administration, fiscal analysis, or a related area. Office of Personnel Management – The formal education equivalent of a bachelor’s degree in personnel management, public administration, business administration, or a related area; plus three years of progressively more responsible experience in personnel/human resource management or a related area. Preferred Qualifications This position will function as a state budget analyst. Certificates, Licenses, Registrations Must possess a valid Arkansas driver’s license if in-state travel is required. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
