Overview:
The individual will work in the Global Liquidity Management (GLM) team within the Citi Treasury Global Function. The team is responsible for establishing the framework for sizing liquidity requirements including internal stress testing framework, developing contingency funding plans in conjunction with other stakeholders within and outside Citi Treasury, providing liquidity oversight to Citi’s global entities, and ensuring that Citi maintains adequate liquidity appropriately positioned to meet the company’s global needs both in normal market conditions as well as during periods of stress.
The Liquidity Governance Team will be responsible for supporting and strengthening the governance framework within GLM, which includes (1) development, facilitation and maintenance of liquidity related governance forums, including the Liquidity Model Review Committee and the Funding & Liquidity Risk Committee, (2) development and oversight of GLM's control framework, (3) streamlining and standardization of GLM processes, (4) maintenance of liquidity policies and standards in collaboration with second line, (5) oversight of internal and external commitments to ensure a clear line of sight into projects and enhancements, (6) identification of liquidity risks that underpin liquidity models and methodologies, as well as periodic reassessments and documentation of those risks, (7) coordination and messaging across second and third lines of defense and (8) liquidity organizational strategy and hiring coordination.
Scope of Liquidity Risk & Control:
The Citi’s Liquidity Risk & Controls function will lead initiatives to streamline and standardize liquidity processes by performing detailed deep-dive reviews with stakeholders. Collectively, this will require strong collaboration and engagement with internal partners across Treasury, Global Liquidity Risk Management (GLRM), Operational Risk Management and various Technology functions. Additionally, this group is responsible for supporting and strengthening the governance and control framework of GLM relating to liquidity reporting, analytics, metrics, stress tests, limits, triggers, liquidity data and intraday liquidity.
Critical Responsibilities:
- Responsible for developing and providing oversight of GLM’s control framework

Oversight for the Quarterly Activity, Risk, Control & Monitoring (ARCM), Manager’s Control Assessment (MCA), Annual and Quarterly Risk Assessment (Annual Risk Assessment (ARA) / Quarterly Risk Assessment (QRA)) processes

Responsible for the control deep dives and gap assessments to policies and practice

Independent testing procedures of GLM control effectiveness, EUC inventory, attestations and standard guidance

Key Point of contact for coordination and messaging across second- and third-lines of defense

Primary lead for Tier 1 regulation control remediation incl Control Analysis, Remediation, Applicability and Mapping (CARAM)
Specialized Skills:
The ideal candidate should possess an eagerness to learn the current liquidity processes and liquidity metrics, be a change-agent to effectively recommend and implement enhancements and help the broader GLM team to execute towards the target state. To be successful in this role, the individual needs to be a self-starter with an ability to thrive in a fast-paced environment, effectively collaborate across different levels in the organization and across functions and be eager to make an impact. Existing knowledge of basic balance sheet products, off-balance sheet products, liquidity, controls, Citi’s firm-wide system and data architecture and project management are desirable.

Basic Qualifications:
- A bachelor’s degree in economics, finance, accounting or related fields

At least 8 years of experience in Liquidity Management, Treasury, Banking, Finance, or Risk Management
Preferred Qualifications:
- An advanced degree in economics, finance, accounting or related fields

At least 10 years of experience in Liquidity Management, Treasury, Banking, Finance, or Risk Management

At least 2 years of people leadership experience
