The Manager, Corridor and Facility Planning provides leadership, oversight, direction and management within the Capital and Service Development Division. The position is key to the development of and securing federal funding for future high capacity transit corridors, as well as for capital facilities needed to support the regional transit system. This position plays a key role in Valley Metro’s communications with the Federal Transit Administration. Typical duties include developing regional transit system plans; planning for transit corridors and facilities; conducting alternatives analyses and transit oriented development planning; and implementing strategies to advance Valley Metro’s (VM) future bus and rail program.

- Develops the department's annual work program and budget and works closely with other Valley Metro divisions and affected agencies to assure the work program is reflected in the Capital Improvement Program, Short Range Transit Program, Transportation Improvement Program and Regional Transportation Plan updates.
- Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
- Works with the Contracts Department to secure consultant services for future rail and bus corridor and facility studies. Directs and supervises staff who manages these consultant contracts, assuring that tasks are executed, and schedules and budgets are maintained.
- Supports the management of Planning and Community Relations Support Services contract, which is a major (repeating) five-year contract providing project management and technical expertise as an extension of Valley Metro staff.
- Directs planning activities for transit corridor and facility projects and transit-oriented development. Develops transit system plans. Supports VM Title VI, environmental planning, sustainability programs and engineering efforts through coordination with other staff.
- Participates and promotes the development of strategies and policies for land use programs and projects along transit corridors.
- Engages in transit planning activities at key progress milestones, ensuring that VM goals and objectives are maintained, that sound decisions are made, assures product quality, and maintains project budgets.
- Supports the development and implementation of agency and community participation programs for projects in coordination with local, state, and federal agencies. Serves as a liaison with member agency staffs on transit planning issues and activities. Maintains strong working relationships with stakeholders, Valley Metro member agencies, and other outside agencies.
- Makes presentations to Valley Metro committees and Boards of Directors. Also makes presentations regarding Valley Metro projects to policy groups (such as city councils, transportation commissions, etc.) of affected member agencies.
- Serves as a liaison with the Federal Transit Administration on transit planning issues and submittals. Ensures full compliance with federal regulations. Leads staff to develop submissions for Federal Transit Administration's (FTA) Capital Investment Grant (CIG) program.

Desired Education & Experience
- Bachelor's Degree in Planning, Civil Engineering, Business or Public Administration or related field and seven (7) years' experience in transit planning including three (3) years in a management or supervisory role and broad based experience in transit planning and project management, or an equivalent combination of education and experience to successfully perform the essential duties. Master's Degree preferred.
