Job Description:
L3Harris Tactical Communication Systems has an opening for an Engineering Manager (Systems and Software) to join our team of qualified, diverse individuals. This position will be located in Clifton, New Jersey. The selected candidate will work in a fast-paced environment with high expectations, significantly diverse assignments, and a collaborative team setting.

An Engineering Manager is required to perform the following department leadership tasks and activities:The Engineering Manager will complete performance reviews of staff engineers and will be responsible for determining and justifying merit increases, grade level advancements, rewards, and for implementing individual improvement plans as required. An effective Engineering Manager will ensure regular communication with group members and management, resulting in an environment that fosters open dialog and high employee engagement.

Recruiting, developing, and retaining a high performing diverse workforce

In addition to the above responsibilities, the Engineering Manager will be required to participate in tasks related to systems/software engineering including some, or all of the following:
Perform requirements generation, technical planning, integration, testing - verification and validation of performance
Ensure the logical and systemic development of legacy and future customer requirements into total system/software solutions that acknowledges technical, schedule, and cost constraints
Perform functional analysis, detail trade studies, requirements derivation and allocation and interface definition studies to translate customer requirements into system, hardware and software specifications
Provide guidance to other team members to ensure a FFFI (Form Fit Function and Interface) design that meets system/software requirements
Provide technical leadership to development teams at internal and external gate reviews such as technical baseline reviews and design reviews
Cost and risk and supportability and effectiveness analyses for total systems (concept, design, fabrication, test, installation, operation, maintenance & disposal)
Work in a highly dynamic system, hardware, software and firmware development and integration lab
Act as a liaison to internal and external stakeholders
Work closely with external customers to create a legacy compliant solution while providing growth paths for future enhancements
Conduct complex architecture analysis to evaluate and mitigate issues
Ability to obtain a DOD Secret security clearance

Qualifications:
6+ years with a bachelor’s degree in Electrical Engineering, Computer Engineering, or Computer Science or equivalent
Experience leading teams of 5+ engineers, managing their efforts including budget and scheduling of activities

Preferred Additional Skills:
Advanced degree is a plus
7+ years of relevant work experience in tactical communication is desired
Active DoD Secret security clearance
Basic understanding of Software components including firmware, operating systems, drivers, applications and other computing system software
Basic understanding of hardware components including electrical equipment, digital processing hardware (ASIC, CPLD, FPGA), circuit boards, microprocessor systems, computer system architectures and interfaces
Understanding of the Systems Engineering requirements of DoD Directive 5000.01 Defense Acquisition is desired
Understanding of DoD Military Standards and Processes (i.e. MIL-STD-810, MIL-STD-461, etc.)
Ability to coach, mentor, teach and build relationships
IPT Leadership experience
Self-starter and team player
Customer focused problem solver
Motivated individual with high expectations for sustained excellence for self and team members
Working knowledge of Microsoft Office Excel, Word, Project and Visio
Working knowledge of MagicDraw
Experience working in Agile development environment
CAM experience
DoDI 8570 professional certification (e.g. CISSP)
Experience conducting complex security architecture, risk, and threat analysis to evaluate and mitigate issues
Experience with IA and AT certification requirements
Experience with security assessment and authorization activities for DoD Information Systems, e.g. RMF, Type 1, etc.
Experience leading Type 1 Certification and RMF activities
Experience performing functional analysis, trade studies, requirement derivation and allocation to translate customer Information Security requirements into system, hardware and software specifications
Experience working with other engineering disciplines to implement and verify security technology
Experience developing and executing system/software test procedures
Understanding of FPGA simulation process and how it can be used to verify functionality
Understanding and ability to read VHDL, C, C++, Assembly, and/or C# code
Information Systems Security Engineering or Systems Engineering experience, working on system security architecture development, implementation, integration, or test
Understanding of DoD PKI
Experience with Model Based System Engineering (UML, SysML, DoDAF)
Excellent oral and written communication skills
