DEPARTMENT: Accounting

JOB TITLE: Chief Financial Officer FLSA class: Exempt/ Full – Time

PAY SCALE: $100,000 to $130,000

REPORTS TO: President/CEO

JOB PURPOSE: Direct, administer, supervise and coordinate the organization’s financial management operations and assist the PRESIDENT/CEO in overseeing and maintaining the corporate financial integrity of the Peoria Citizens Committee for Economic Opportunity, Inc. Responsible for the accomplishment and fulfillment of the duties and tasks as prescribed by the PRESIDENT/CEO.

EDUCATION AND WORK EXPERIENCE: BA degree in accounting (CPA preferred). Three to five years experience in government or not-for-profit institutions and their accounting systems. Successful management of a public or private organization.

KNOWLEDGE AND SKILLS: Thorough knowledge of accounting principles. Five or more years in accounting, including at least two years at a supervisory level. Budget preparation and maintenance experience.

DUTIES AND RESPONSIBILITIES: • Prepare and/or assist program managers and the Executive Office in the preparation of program and corporate budgets. • Monitor conformance of budget submissions with funding source regulations and guidelines. • Supervises the timely payment of PCCEO employees, sub-contractors and suppliers of goods and services. • Supervises the receipt, documentation and disbursement of cash by PCCEO. • Supervises the Finance department staff. • Maintains the necessary updated files and reference data pertinent to the financial aspects of PCCEO programs, activities and operations. Revised May 15, 2023 • Analyzes the bank reconciliation’s, general ledger, balance sheet and profit and loss statements monthly. • Supervises the activities that are required to ensure timely submission of PCCEO’s Single financial and compliance audit. • Makes required audit-adjusting entries; implements audit recommendations and other appropriate corrective action to resolve audit findings. • Prepare Board reports, management reports, and quarterly revenue vs. expenditure analysis, cash flow projections, and comparisons including cash management. • Supervises the preparation and submission of all required financial reports to funding sources by the required due dates. • Supervises the maintenance of relevant cost data used in program development, program execution and program evaluation functions of PCCEO staff. • Maintain, evaluate, review and make recommendations to improve PCCEO’s financial operating systems. • Enforce all Agency policies including, but not limited to, personnel, travel, procurement and inventory policies. • Perform other duties and activities as delegated by the PRESIDENT/CEO. • Must be able to perform the essential duties of the job description. • Perform other duties as assigned. • Must have and maintain a valid Illinois Driver’s license, reliable transportation and insurance coverage as required by the state of Illinois.
