FUNCTIONAL PURPOSE
Directs the development, implementation, and administration of systems and procedures designed to oversee, monitor and report compliance of highway contract route (HCR) suppliers to contractual requirements and safety regulations.
DUTIES AND RESPONSIBILITIES
1. Leads the development and implementation of transportation safety strategies to ensure HCR suppliers comply with transportation contract and federal safety regulations. Establishes systems processes, and procedures to evaluate and monitor performance of transportation contracts and compliance with federal regulatory agencies (e.g., Federal Motor Carrier Safety [FMCSA], Occupational Safety and Health Administration [OSHA]) regulations.
2. Develops guidelines and metrics for evaluating and monitoring supplier performance and compliance with transportation contract requirements. Directs the review and evaluation of HCR supplier data (e.g., accident, injury, delivery time, contract performance requirements) to identify trends, risks, and compliance gaps. Provides recommendations to improve monitoring and reporting of supplier performance and safety. Presents transportation safety performance and compliance updates to leadership and key stakeholders.
3. Directs the development and implementation of processes to monitor and track transportation safety exposure, citations, and penalties. Reviews and implements recommendations to reduce transportation safety costs and liabilities associated with HCR contractors.
4. Manages the establishment of processes, procedures, schedules, and recurrent timelines for conducting site safety observations of HCR drivers. Facilitates train-the-trainer sessions on nationwide standards for conducting safety observations and provides participants with coaching and feedback.
5. Manages a team of professional employees responsible for monitoring HCR transportation safety contract compliance. Provides timely guidance, feedback, and mentoring to employes. Identifies, develops, and retains a diverse, high performing talent pool. Facilitates employee engagement and development, ensuring that necessary skills are developed to fulfill current or future responsibilities.
6. Partners with cross functional teams (e.g., Operations, Human Resources, Supply Management, Field Leadership) as the organizational subject matter expert on HCR transportation safety and compliance to collaborate on organizational strategies and processes designed to improve HCR transportation safety, evaluate and introduce new technologies for tracking and reporting compliance, and promote driver safety awareness topics through the development of communications materials and campaigns.
EDUCATION/EXPERIENCE REQUIREMENTS
Applicants must meet one of the following criteria: 1) Possession of a bachelor or graduate degree in Operations Management, Supply Chain Management, or a related field from a regionally accredited college or university OR 2) Four (4) years of professional experience managing transportation safety compliance at a large complex organization.
EXPERIENCE REQUIREMENT
Eight (8) years of professional experience working in supply chain, logistics, transportation industry or related area with a focus on developing and implementing transportation safety compliance strategies, programs, and ensuring compliance with Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) regulations.
5 years of management experience developing and growing a team of professionals to include mentoring, coaching, providing training opportunities, setting goals and objectives, building technical skills and functional business knowledge.
Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position.
JOB REQUIREMENTS
1. Ability to develop corporate wide supplier transportation safety strategy to ensure compliance with federal and local regulations.
2. Ability to communicate verbally and in writing to develop and present status updates, reports, briefings, and recommendations to stakeholders.
3. Ability to analyze and interpret federal safety laws and regulations including proposed changes to determine potential impacts to policies, procedures, programs, and business operations.
4. Ability to evaluate options for improving transportation safety compliance and provide informed recommendations to leadership and crossfunctional stakeholders.
5. Ability to develop collaborative relationships with stakeholders and organizational leaders (e.g., supply management, logistics, regulatory agency representatives) sufficient to provide guidance on safety policy and programs, and ensure understanding of changes to requirements, guidelines, and monitoring practices of regulatory agencies.
6. Ability to develop transportation safety policies and procedures, collaborate with stakeholders on communications and awareness efforts, and monitor safety performance and enforcement efforts.

Pay: $141,020.00 - $180,750.00 per year
