Full Job Description

St. Francis Center (SFC), a ministry of the Episcopal Diocese of Colorado, was established in June 1983. SFC is a refuge for men and women who are homeless in the metro Denver area. Our programs and services are tailored toward adult women and men, and focus on daytime shelter, social services, health and wellness, housing, employment, and outreach. At SFC, “guests” have the opportunity to work with a variety of specialists, depending on their individual needs, which is often the first step toward transformation and ultimately self-sufficiency.

We are currently looking for a Encampment Resolution Program Manager. This is a Full-Time, non-exempt position eligible for an excellent benefit package as outlined below.

POSITION OVERVIEW

This position will provide oversight to the new Encampment Resolution Team. This team, when fully staffed, is approximately a 30-person team (11 Outreach Workers, 2 Street Medicine Nurses, 2 Behavioral Health Clinicians, 12 case managers, and 3 Program Managers) made up of staff from 3 partner agencies, dedicated to Denver’s large encampment resolution initiative. The Saint Francis Center’s contingent of the SOLE team, when fully staffed, consists of 5 Outreach Workers, 4 Case Managers and 1 Program Manager.

This team, as a multi-agency team working alongside City agencies to address large encampments, must be very collaborative and communicative in nature. This Program Manager must be a strong leader who demonstrates communication skills, a collaborative spirit, knowledge and expertise with staff responsibilities, including community member and community provider engagement. This Program Manager will supervise 7-9 team members and be an active leadership partner with the other Encampment Resolution Program Managers and all team Directors. This staff is part of the Denver Street Outreach Collaborative (DSOC), which consists of outreach staff from Saint Francis Center, Colorado Coalition for the Homeless and Urban Peak.

PRIMARY RESPONSIBILITIES (Other duties may be assigned)

Supervision

Supervises Encampment Resolution staff and ensures ongoing training and coaching of direct reports, with regular (at least monthly) meetings
Addresses Encampment Resolution staff performance, set expectations and identifies areas for team member improvement towards personal, professional and organization goals
Offers timely feedback and recognition of staff excellence.
Manage daily operations for all Encampment Resolution team members

Leadership

Models and upholds the Mission, Vision and Core Values of St Francis Center
Promotes a culture of “one team” and contributes to Outreach policies and staff culture that ensures each employee’s voice and ideas are valued and considered
Hold team members accountable to department and organizational standards, policies, and behavior, especially related to safety, service provision and care.
Exemplifies participation in agency-wide efforts to recognize excellence by colleagues
Provides mentorship to all team members and provides support in escalating or complex client situations

Team Support

Represents SFC, either alongside or in place of Outreach Director, in various encampment resolution meetings as part of the Mayor’s “House 1000 Initiative”
Coordinates and oversees the training of new staff, with support from Outreach Director
Provide training/skill-sharing with all team members
Helps develop / onboard staff into the agency and onto the larger outreach team
Participates in Outreach-wide emergency cold weather night-outreach activation plan
Engages in direct outreach responsibilities in the field as needed to support the larger Encampment Resolution team.

Administrative

Shares responsibility with Outreach Director of managing Encampment Resolution financial and grant reporting responsibilities
Verifies accuracy of timecards for staff
Works closely with Director of Outreach, Assistant Director of Outreach and HR throughout hiring process to post open positions, review applications, schedule, and conduct interviews, follow up on references, etc.

QUALIFICATIONS

Bachelor’s degree in human services, social work, psychology, international relations, or other related field preferred or equivalent, related professional experience.
5+ years of outreach and/or case management experience
Supervisory experience in leading and managing others.
Must demonstrate leadership skills: leads by example and can gain the respect of staff and volunteers
Possess strong communication and collaboration skills
Demonstrates an attention to detail and ability to multitask.
Demonstrates commitment to the St. Francis Center Core Values.
Understands and practices Trauma Informed Practices with guests, fellow staff, and other service providers.
Possesses computer skills and proficiency in MS Word, Outlook, and Excel and in HMIS
Maintains professional training standards in Trauma Informed Practices, Restorative Practices, Mental Health First Aid, and CPI/de-escalation trainings.

Compensation and Benefits:

$21.14 - $26.42/hour or DOE

This is a full-time, non-exempt position, with a Monday - Friday work schedule to begin. This position is funded by a grant through 2026.

The position is eligible for a robust benefits package including:
