General Description

The Senior Communications Specialist works within the Texas Space Commission (Commission), and reports to the Communications Director. Duties include performing highly advanced (senior-level) informational and communications work in a fast-paced and professional environment. The role involves the collection of information and research within the Texas and national space industry to develop, create, and produce content and materials for release to various communications media (broadcast, print, digital, and/or social) in support of the Commission Board or Consortium Executive Committee initiatives. This position will work closely with the Director of Communications to develop a strategic communications planning and evaluation process and will be responsible for measuring the results of the commission’s overall communications efforts. Maintaining strict confidentiality and working within tight deadlines are required. Duties may require extensive travel and irregular hours, including on short notice. Work could include evenings, nights, holidays and/or weekends as may be required. May be tasked to supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties

Prepares, edits, and distributes organizational publications, news, and informational releases, talking points and scripts, advisories, newsletters, fact sheets, and content for websites and social media for the Commission.
Develops a comprehensive strategic communications planning and evaluation process and measures the effectiveness of the commission’s overall communications efforts in coordination with the Director of Communications.
Designs, edits, and integrates digital content, graphics, animation, video, photography, illustrations, and other multimedia visualization and imaging products.
Produces, directs, and edits video projects, including planning, scripting, capturing footage, and publishing on the website and various social media channels.
Records, streams, and posts the public board meetings for the Commission Board and Consortium Executive Committee along with all supplementary materials and ensure’s their accessibility.
Prepares and conducts speeches, keynote presentations, press conferences, or meetings.
Conducts interviews and research, verifies sources, and ensures the completeness and accuracy of print and online materials.
Responds to general inquiries about the Commission’s purpose, relationships, and activities. Conducts marketing outreach to community and professional groups to promote interest in the Commission’s activities and initiatives.
Establishes an effective presence on wide array of agency social media, including posting approved messages.
Monitors the social media footprint of our partners and stakeholders and collaborates effectively to amplify the Commission’s message.
Serves as the secondary Commission and Board liaison with the media, coordinates media visits, and responds to media inquiries.
Supports, covers, and assists in coordinating events for the Commission, including public board meetings, press conferences, industry conferences, site visits, celebratory gatherings, and other public events. May include travel to manage media coverage of press events and assist in overseeing the events.
Compiles, analyzes, and presents reports on media coverage, website traffic, social media activity and its effectiveness.
Plans and executes public information programs, conferences, seminars, workshops, and public meetings.
Oversees illustrative, photographic, or audio-visual content and quality of Commission products.
Maintains regular work schedule in the office.
Performs all other related duties as assigned.

Minimum Qualifications

Graduation from an accredited four-year college or university degree in marketing and communications, journalism, public relations, advertising, or a related field; and
Five (5) years of experience in marketing, public relations, public information, communications, media relations, or social media work.
Previous experience working with a government agency (local/state/federal) either as an employee or contractor

Preferred Qualifications

Seven (7) years of experience in marketing, journalism, public relations, public information, communications, media relations, or social media work (agency experience a plus)
Excellent written and verbal communication skills.
Experience with media monitoring software such as Meltwater or Cision.
Expertise in Adobe software such as InDesign, Illustrator, Premiere, Photoshop and/or Acrobat Pro.
Previous experience working at a advertising or creative agency with government as a primary client.

Note: Experience and education may be substituted for one another on a year-for-year basis.

Knowledge, Skills, and Abilities Requirements

Knowledge of space industry leaders, topics, and trends in Texas and nationally.
Knowledge of Texas state government agency functions, policies, and procedures.
Expertise in Adobe Creative Cloud software such as InDesign, Illustrator, Premiere, Photoshop and/or Acrobat Pro.
Knowledge of various social media platforms and strategies, including how to incorporate scheduling and monitoring tools such as Hootsuite, Hubspot, SproutSocial, Meltwater, etc.
Knowledge of editing and preparing informational material with an emphasis on audio-visual communication.
Knowledge of design principles.
Knowledge of publishing and broadcast industries.
Ability to research and prepare information for presentation to executives and board members
Ability to design communication plans and materials related to the goals and priorities of the agency.
Ability to take complex information and ideas and present them in a way that is digestible and engaging for the public.
Ability to summarize and transform industry documents and text into visual content for websites and social media.
Ability to develop powerful narratives and stories using industry materials and organizational documents.
Ability to design broad communications plans and develop tools and procedures to measure their effectiveness.
Ability to communicate effectively.
Ability to oversee and/or supervise the work of others.

Registration, Certification or Licensure

Valid Texas Driver’s License or be willing to obtain a valid Texas Driver’s License within 90 days if moving from another state.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
