Description of Work

The NC Department of Public Safety (DPS) is a complex state agency with resultant diversity and complexities that require meeting a huge variety of regulations, rules, and requirements for safety, occupational, and environmental health issues. The DPS Safety, Occupational & Environmental Health Office is dedicated to promoting safe and healthful working conditions for all employees. The department is concerned with protecting employees from job-related injuries and health impairment; preventing accidents and fires; planning for emergencies and emergency medical procedures; identifying and controlling physical, chemical, and biological hazards in the workplace; communicating potential hazards to employees; and ensuring adequate housekeeping and sanitation. This position is responsible for directing the DPS Safety, Occupational & Environmental Health Program in an honest and ethical manner. Where critical conditions of regulatory violations or imminent danger to persons, property, or the environment exists in DPS, the Safety Director has the authority and duty to issue compelling orders to stop the activity and exposure. This position is responsible for requesting that corrective action be taken to resolve conditions of regulatory non-compliance regarding safety, occupational and environmental health, physical safety or health hazards, or other similar conditions, even if it may commit significant monetary resources of DPS. Other responsibilities include:
- Providing statewide leadership for the combined efforts of a complex state agency in developing, implementing, continuously improving, and managing a comprehensive safety, occupational, and environmental health program to comply with all associated applicable rules, regulations, and guidelines.
- Providing for the safety and well-being of all DPS employees as well as juveniles in Youth Development and Juvenile Detention Centers and their visitors.
- Striving to manage and reduce the incidence of occupational injuries and illnesses. Preserving DPS property and assets from unreasonable damage and loss.
- Working with Council of State level positions and/or their direct reports as well as with management and officials across agencies and within DPS.
- Marshaling the resources to meet Safety, Occupational & Environmental Health Program objectives.
- Independently assessing the status of the Program’s policies and procedures on a continuous basis and comparing these to ideal programmatic benchmarks considering the available resources and climate for meeting additional compliance requirements and/or improvements.
- Developing and implementing a strategy to actualize the desired continuous improvement initiatives within DPS or a specific division or section.
- Reviewing and analyzing a variety of safety, industrial hygiene, and occupational and environmental health inspection reports on all of DPS’s juvenile facilities and any of their associated hazardous exposures.
- Responding to requests for safety, industrial hygiene, and/or occupational and environmental health consultations directly or by delegating to another consultant.
- Ensuring that required training is developed and delivered throughout DPS relating to a broad range of safety and occupational health topics.
- Organizing and directing the work of other employees, including providing training and evaluating their work. Communicating effectively in oral and written form.
- Establishing and maintaining effective working relationships.
- Keeping records and producing reports associated with workplace safety and health.
This is a full-time position (40 hours per week) with State Benefits. This position is not eligible for telework and the current office is located in Raleigh, NC. However, the incumbent will be required to travel to various DPS work locations throughout the State - a state vehicle will be available/provided as needed. This position is considered essential / mandatory, so after hours work may be required during the week and on weekends, especially during emergencies.
The salary grade for this position is NC21. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

Bachelor's degree in safety management, occupational safety, industrial technology or one of the physical sciences from an appropriately accredited institution and a minimum of five years of progressive occupational safety and health experience; or an equivalent combination of education and directly related experience.
