Full Job Description

J3 Consulting (J3) seeks a Sr. Acquisition Technical Writer to support a team that provides a high-level of acquisition and procurement-related support within a Federal Government environment. In this role, the Government Technical Writer will produce high-quality documentation that contributes to the overall success of the required work products. The ideal candidate will use a clear voice and make the benefits of technical solutions understandable and compelling to the public sector audience in a succinct way. This is a full-time position that reports directly to one of J3’s executive team members. All work performed will be remote and with the expectation of periodic onsite visits with the client and J3 management.

RESPONSIBILITIES AND DUTIES

The primary responsibility will be to support J3’s government client and provide, in collaboration with procurement and program staff, administrative and financial management support functions, including:

Acquisition Policy Review Board Support Services:

· Utilizing Google Workspace software, review acquisition-related documents to prepare for policy leadership reviews.

· Learn, manage, and edit Standard Operating Procedures (SOPs) as required for proper execution of duties.

· Review and edit policies as required to improve operations throughout the Assisted Acquisition Services directorate.

Technical Writing Support Services:

· Technical Writing. Draft and edit complex technical elements and/or sections for SOWs, solicitations, and reports. Work collaboratively with project managers, coordinators, subject matter experts, and other staff to develop technical documentation. Using plain English, possess the ability to readily understand project requirements and be able to create detailed statements of work (SOW), statements of objectives (SOO), and/or performance work statements (PWS), Solicitations such as Requests for Proposals (RFP), and reports for tasks/projects assigned.

Specifically, the responsibilities will include, but not limited to:

○ Meet with government client contacts regularly to learn about specific requirements, products, or processes to draft technical documents, as needed.

○ Research programs, products, and services to fully understand its features, functions, and goals.

○ Assess the program or procurement staff goals and objectives and gather requirements for whom the technical or procedural documentation is intended; adjusts tone and technical terms used to meet those needs and to ensure clear understanding and clarity.

○ Review, research, and edit data and/or information for program staff in preparation of SOWs, deliverables and unique terms and conditions.

○ Analyze documents to maintain continuity of style of content.

○ Produce electronic documentation in addition to hard copy documents as required.

○ Maintain a comprehensive library of technical terminology and documentation.

○ Manage updates and revisions to technical literature.

○ Proofread drafts and final documents for typographical and grammatical errors

○ Prepare final documents and ensures they conform to approved styles and formats.

○ Interview subject matter experts, gathering information transposing complicated ideas in a clear and informative manner.

○ Assist in the drafting of various technical specification, such as design, technical, and performance.

· Project Support. Work with Project Managers to coordinate and liaison between the client and its contractors to support contract administration.

· Post Award Support and Documentation. Work with the assigned teams to assist with reviewing contract administration documents.

· Verification and validation: Assist with quality assurance and reviews.

· Standard Operating Procedures (SOP) Documentation. Create and maintain a working document which details standard operating procedures used within execution of technical writing support duties. Report updates to Acquisition Support SOP Team Lead for inclusion in SOP Deliverables. Work closely with SOP Team lead to organize, review, and edit SOPs prior to government review.

To be qualified for the role, the ideal candidate must demonstrate a combination of the following:

Education/Experience:

Equivalent to a bachelor’s degree from an accredited college or university with a major in business or public administration, finance, operations management, or a closely related field.

Security Clearance:

Must have held an active federal government security clearance within the last 365 days and have no extenuating circumstances that would prevent you from being cleared within our client’s federal government agency.

Experience:

5-8 years of increasingly responsible technical writing experience, specifically in supporting a federal government acquisition office.
5-8 years understanding and interpreting Federal Acquisition Regulations (FAR) and supplemental agency acquisition regulations such as DFARS, GSAM, HUDAR, etc., to name a few.

Knowledge & Skills

Must excel at working independently to meet strict deadlines.
High attention to detail, organization, and administrative skills are required for this role.
The ability to make professional and sounds decisions based on government standard operating procedures, regulations, and policies.
High-level capacity to analyze and make sound recommendations and decisions on complex technical processes, data, and acquisition-related requirements associated with contract development.
Comprehensive ability to understand, interpret, and prepare a variety of acquisition policy-related documents including contracts, and financing packages.
Advanced ability and experience preparing clear, concise, and accurate reports, documents, data entries, and other written materials.
Experience in explaining highly technical data and information in simplistic grade school language for end users of complex systems and projects.
Experience in being able to gather and convert data into a written narrative.
Excellent verbal and written communication skills (including presentation development) with customers and end-users, and team members.
Excellent problem-solving and collaborative skills.
Experience with Project Management Methodologies such as PMP.
Principles and practices of sound business communication; correct English usage, including spelling, grammar, and punctuation.
Modern office practices, procedures and equipment including computers and applicable software programs, such as Google Workspace (Google Docs, Googe Sheets, Google Forms, etc), Adobe, and Microsoft Office Suite.
Strong leadership and team building skills.
Advanced capability to communicate clearly and effectively, both orally and in writing.
Capability to maintain sensitivity to and understanding of the diverse socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of contract stakeholders.
Ability to exercise tact and diplomacy when dealing with sensitive, complex, and confidential issues and situations.
Advanced knowledge and experience establishing and maintaining effective working relationships with contract stakeholders.
