Youth and Family Services Division (YFS) of the Department of Social Services (DSS) provides a variation of services to safeguard children by strengthening the protective capacities of families whose children’s health, safety and well-being are at risk. The mission of DSS is to strengthen families and communities through a safety-net of services, collaborations, and hope. Position Summary

This position is responsible for making initial and continuing eligibility determinations in areas of Foster Care or Adoption Assistance, Medicaid, Family and Children’s Medicaid, and ICPC/ICAMA.

Position is located at Chapin Hall in the Valerie C. Woodard Center, 3205 Freedom Dr, Charlotte, NC 28208.

Responsibilities include but are not limited to:

Foster Care:

o Providing support to social workers by completing research on families and absent parents, and by requesting permanent documents.

o Determining reimbursement funding source and Medicaid eligibility for children brought into YFS custody, through research and evaluation of family situation, review of court documents, and child’s current placement.

Adoption Assistance:

o Determining eligibility for Adoption Assistance benefits for children in YFS custody as well as requests for assistance through private adoptions.

o Working with adoptive families to thoroughly explain Adoption Assistance benefits, and then resolving any questions or concerns regarding ongoing monthly payments, vendor payment requests, and Medicaid.

Maintaining a Medicaid caseload consisting of Foster Care and/or Adoption cases, reacting to changes in those cases, and determining ongoing eligibility.

Preparing selected cases for Federal, State, and County audits by thoroughly reviewing the case, pulling all relevant documents, and clearly communicating with Division partners to ensure cases are audit ready.

Essential Functions:

Obtain customer data from customers, representatives, and third-party contacts, and inputs data into appropriate systems.
Verify customer’s information through paper documentation, on-line search, and phone calls.
Determines program eligibility and processes applications and/or recertification.
Manage reimbursements for services rendered.
Performs data entry and maintains system files and databases on clients, providers, and program services.
Responds to client and public inquiries regarding services available, documentation requirements, other community resource options, and on-going program and benefit status.
Maintains extensive knowledge of multiple social services programs.

Minimum Qualifications

Experience:

Minimum of six years of experience in customer service with direct interaction with members of the public.

Education:

High School diploma or equivalent

Combination of relevant education and relevant experience accepted? : Yes

Licenses and Certifications

Requires a valid North Carolina or South Carolina Driver's License

Requires County Driving Privileges

Annual Motor Vehicle Record (MVR) check required

Successful completion of the CPCC Caseworker Training Program (or another participating program) will be awarded credit for one year of work experience

Notary

Preferred Qualifications

Associates degree preferred

Four years of case management or community service-related experience (with Associate’s degree) or two years of case management or community service related experience (with Bachelor’s degree).

In-depth knowledge of and experience working in NC Fast strongly preferred.

Knowledge of Family and Children’s Medicaid policy is also preferred.
