Position: Assistant Director of Compliance
Reports to: Director of Compliance
Status: Exempt
Salary: $70K - $85K DOE
Location: Indigo Real Estate Services Home Office, Seattle, WA 98136
The Assistant Director of Compliance will work directly with the Director of Compliance to manage the day-to-day operations of the compliance department as well as short/long term department goals, projects, and regular reporting requirements. High emphasis will be placed upon strategic goals set by Indigo’s leadership team including completion of annual recertifications, timely/accurate audit responses, and successful completion of annual reporting.
Objectives of this Role:

External Audit Tracking and Completion
-
Collaborate with internal compliance team to monitor audit processing, progress, and completion.

Collaborate with external auditors from agencies such as WSHFC, HHFDC, Spectrum, HUD, SOH, DOC and tax credit Limited Partners to confirm that work performed by the Indigo team meets federal requirements and reviews by a governing agency.

Ensure all external compliance audits are responded to in a complete and timely manner.

End of Year/Annual Reporting

Serve as the project manager for the annual/end of year reporting process for the LIHTC and MFTE programs.

Plan, track, and report progress for each applicable property.
- Participate and sometimes lead team training and update meetings.

Complete specific tasks as assigned and related including but not limited to WBARS updates, file review, correspondence with ownership teams, compilation and submission to state or local funders.

Internal Audit and File Review
-
Manage the day-to-day auditing process, overseeing audits performed by staff and/or conducting audits. The specific areas of audit include but are not limited to: audits of resident certifications, recertifications, and/or interim reviews; audits of new move-ins and move-outs (vacate) files and processes; audits of site based operations; audits of property resident files. Ensure all paperwork is accurate and complete and that quality control processes are in place.

Prepare detailed summaries of audit findings and required action items to correct the findings, with supporting documentation. Track the completion of action items. Prepare reports, and provide statistics as requested to monitor the agency’s performance.

Review and approve all certifications for assigned complex properties in a timely manner.

Provide peer reviews for all initial certifications within $1,000 of the applicable income limit.

Supervision

Recruit, select, direct and support Compliance staff and other assigned staff. Meet consistently with individual staff members and provide leadership, coaching, training and support in their professional development and ongoing work to meet program goals.

Provide informal feedback, resolve issues and concerns, and implement corrective measures when required.
- Conduct timely performance evaluations for assigned staff.

Promote a work environment that is equitable and inclusive, in which staff support one another in sharing ideas and resources to improve program effectiveness and in fulfilling the Indigo’s annual goals.

Compliance Software Management

Successfully learn and use the selected software in the manner prescribed.

Provide training and support to the compliance and operations teams in collaboration with the Director of Compliance.

Function as the helpdesk coordinator for compliance tickets; assign tasks to the applicable compliance team members.

Department Management
-
Participate in the development and implementation of goals, work plans, performance measures, and continuous improvement of service delivery to assist in attaining the unit/program/department initiatives and goals, agency core strategies.
- Work respectfully and courteously with other employees, follow directions, and work well under pressure.

Work in collaboration with the Director of Compliance to develop metrics to monitor compliance programs and Indigo's performance to ensure program goals are achieved.

Required Experience:
Ideally, candidate will have 7 or more years of experience working with the LIHTC, HUD Multifamily PBRA programs, and with supervisory experience.

Minimum 5 or more years of experience working within the LIHTC program.
- Minimum 5 or more years of experience working within the HUD Multifamily PBRA program.

Minimum 5 or more years of supervisory/management experience
-
Tax Credit Specialist, C3P, or HCCP designation.
-
Certified Occupancy Specialist (COS) or comparable designation.
-
Working knowledge and understanding of local programs such as the City of Seattle's MFTE program.

Working knowledge and understanding of HUD’s HOME program.
- Working knowledge of the HUD Housing Choice Voucher (HCV) Section 8 program;

Knowledge and use of Yardi Voyager or similar housing software;

Valid driver’s license.
