Full Job Description

EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Human Resources, Health Management, Rehabilitation Services, Business Administration, Behavioral Sciences, or a related field is required. A minimum of five years of directly related experience in the administration of Federal Transportation Administration drug and alcohol, Employee Assistance, ADA/AA, medical specialty programs, disability leaves and/or modified duty programs. Experience with case management in a medical or insurance organization is preferred. Excellent written and verbal communications skills are required. Must be proficient in Microsoft Word, Excel, and PowerPoint. Must possess sufficient technical ability to become proficient with Origamirisk system which supports LTD and worker's compensation modified duty/TEP case management. Course or knowledge of medical terminology or experience in a medical environment is desired. In lieu of a degree directly related experience may be substituted on a year-for-year basis.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to communicate effectively with internal stakeholders and external partners using excellent verbal and interpersonal skills. Must possess excellent writing skills to communicate effectively with all parties to a claim external to the Authority as well as have the ability to write letters, policies, reports, procedures, manuals and presentations for various audiences within the Authority.
INTERVIEW SELECTION PROCESS
The selection process may include one or more components to demonstrate applicants’ knowledge, skills, and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessment.
SUMMARY
Administers MARTA’s Occupational Medical Services (OMS) programs for physical examinations and Short Term and Long-Term Disability Programs. Conducts case management activities for Long-Term Disability (LTD) and acts a liaison for Short Term Disability (STD) claims. Works with the Manager and OMS to implement/maintain the drug testing program in accordance with MARTA and DOT/FTA regulations. Supports safety-sensitive contractor Drug & Alcohol oversight. Communicates with stakeholders regarding disability or disqualifying statuses, disability benefit eligibility, policy/plan provisions, and return to work. Conducts regularly scheduled and/or ad hoc training presentation with various MARTA departments related to the unit’s programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Evaluates and ensures compliance of MARTA’s Drug & Alcohol Program with the OMS Specialist. Implements MARTA policies and procedures to ensure compliance with the Federal Transit Administration (FTA) Drug and Alcohol Policy in accordance with Department of Transportation (DOT) and FTA regulations.

Researches and advises MARTA management of DOT/FTA regulatory changes. Implements improvement methodologies for the program’s service delivery processes and procedures. Communicates changes to impacted areas.

Utilizes the drug & alcohol software to research, evaluate and correct data errors. Partners with Operations to provide 24/7/365 support and guidance to management staff and safety sensitive employees regarding FTA compliance issues.

Supports safety-sensitive contractor Drug & Alcohol oversight, including review and identification of safety-sensitive Request for Proposals, approval of proponents’ drug & alcohol policies for FTA compliance, and ongoing compliance with FTA regulations post-award of safety sensitive contracts.

Conducts all case management activities for Long-Term Disability (LTD) to ensure terms of the policy are maintained. Acts a liaison for Short Term Disability (STD) with the TPA to problem solve and troubleshoot claims concerns and submits bi-weekly benefit payments to Payroll.

Consults with medical providers and analyzes information and documentation regarding continuing disability and/or employee’s ability to work safely.

Assesses and analyzes disability caseload for potential services under the Transitional Employment Program (TEP) and/or job accommodations. Coordinates services with the Occupational Medical Services Program Specialist to achieve TEP goal(s).

Supports OMS Program Specialist’s day-to-day early return to work intervention of injured/ill employees. Identifies, implements and monitors appropriate alternative duty placements and their effectiveness as an extension of the rehabilitative recovery process.

Designs and delivers PowerPoint presentations and facilitates training with various MARTA departments related to the unit’s programs.

Acts as an internal liaison contact for MARTA’s Employee Assistant Program. Supports Occupational Medical Specialist in coordinating EAP mental wellness training and other EAP contractual programs.

Assesses and oversees day-to-day performance of contractual agreements between MARTA and service agents performing DOT/FTA related testing, medical specialty services and EAP post awards. Monitors adherence to the conformed contracts and employee satisfaction.

Leads Human Resources/Occupational Medical Services special projects.

Coordinates and manages Occupational Medical Services activities in the absence of the Manager.

Perform other related duties as assigned
