Full Job Description

This position serves as program manager for Dr. Melinda B. Buntin, the founding director of the new Center for Health Systems and Policy Modeling which is affiliated with the Hopkins Business of Health Initiative at Johns Hopkins University. The Center will address emerging issues in health policy with rigorous empirical work—predictive models and causal inference methods from econometric study designs—with the goal of providing insights to policymakers, business, and the health care sector on how to improve health care delivery and outcomes.

We are seeking a Johns Hopkins Bloomberg School of Public Health Program Manager who will assess the needs of the Center and establish and sustain processes for organizing, sharing, and promoting the use of knowledge created within the Center, as well as foster the future growth of the Center. This role, which reports directly to Dr. Buntin, requires a robust expertise in organizational, operational and management skills, including strategic planning, writing, project design, and implementation.

Specific Duties & Responsibilities

Management Tasks
Under the direction of director Dr. Buntin, lead initiatives to assess organizational and research capacity-building needs of the Center.
Identify opportunities for professional development for then team staff (workshops and trainings for qualitative research methods, quantitative research methods, etc.)
Track and negotiate salary allocations for team staff, in collaboration with the Human Resources leadership for the Department of Health Policy and Management in the Bloomberg School of Public Health.
Manage recruitment process (job description, requisition, screening applicants, liaising with HR) of new team staff.
Develop and implement the onboarding process for new staff to complement the general required orientation.
Identify and implement activities to foster team morale and create a collaborative and supportive work environment within the Center (e.g. team building activities).
Monitor and update qualitative and quantitative software/hardware needs of the Center.
Manage and track data sharing requirements.
Assist with managing budgets and tracking expenses.
Develop and maintain a searchable archive for the resources developed by the Center (e.g. reports, publications, presentations, training materials, data collection instruments)
Identify opportunities for dissemination of the Center’s research, including (but not limited to) identifying calls for manuscripts for special issues of relevant journals, tracking submission deadlines, and national meetings/conferences.

Internal Coordination
Build and manage internal relationships with the Hopkins Business of Health Initiative, the Bloomberg School of Public Health, and the Carey Business School.
Liaise on behalf of the Center with other departments or schools of Johns Hopkins as well as other divisions (e.g. HR). Represent the Center’s interests as appropriate.
Work with the Center’s leadership to match individual researchers (depending on skill sets, interests, availability, etc.) with program and research opportunities.

External Partner/Donor Coordination
Identify potential grants/research opportunities for the Center that advances the division’s strategic interests and strengthens/expands its research portfolio.
Coordinate with funders and assist in responding to funder queries.

Special Knowledge, Skills, & Abilities
Familiarity with the tasks and skills associated with qualitative and quantitative research, program monitoring, and use of project management/organization tools.

Minimum Qualifications

Bachelor's Degree.
Five years related experience.
Additional education may substitute for experience to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

Master’s Degree in communication, public health, business/public administration, or related field.
Four years of experience in research-related management with increasing levels of responsibility.
Familiarity with qualitative and quantitative research methods.
Experience developing/implementing/managing systems to effectively organize research-related processes, activities, outputs, etc.
Demonstrated success in facilitating team-focused approaches as well as internal and external relationships
