Job Purpose
As part of the enterprise Technical Services organization- the Capital Engineering team plans and delivers new and renovated systems and capital assets at internal manufacturing sites and operating units (OPUs) across the North American zone. Reporting directly to the Head of Project Execution- the Senior Project Manager- Capital Engineering has overall responsibility for all aspects of major capital projects typically ranging in value from $10MM to $100MM. They will partner with business leadership- internal teams- and external partners to drive projects through the entire project lifecycle to safely and efficiently deliver capital projects on plan.
They will participate in cross functional Peer Reviews for major Capital projects (>$1MM) within the North American zone portfolio- typical $200MM – $300MM annually across more than 30 sites in the US and Canada- to ensure projects are right-sized and fit-for-purpose. They will also ensure Capacity Investments are clearly defined and included in Strategic Plans- Master Plans and AOP.
Essential Functions & Responsibilities
Capital Planning & Budgeting:
- Work directly with the Engineering & Technical Services leadership team and business partners during the long-term planning and annual budget development cycle performing factored cost estimates based on benchmarks- historical data- and related conceptual scope to include project in capital plan.
Project Management:
- Lead and manage capital projects consisting of both internal and external partner firms and professionals to achieve approved project objectives from conceptual design through vertical startup. Project objectives include safety- asset or system capability or capacity- budget- schedule- and compliance.

Define and decide the final project budgets and schedules. Lead the Capital Appropriations Requests (CARs) submission serving as the speaker- advocate to capital investment committees.

Determines the project structure- resource needs and associated skills to successfully execute the project securing external resources when appropriate to deliver investments per the agreed timing and scope.

Ensure compliance to safety and environmental policies- procedures- and work rules for project personnel- contractors- and subcontractors from design through operational verification.

Develops a risk management strategy for the project and implements associated processes and tools to ensure effective identification- monitoring and mitigation of project risk.

Develop and maintain effective communication with project team- governance teams- business partners and other stakeholders. Prepares and provides routine progress reports ensuring sponsors and stakeholders remain informed throughout the life of the project.

Implement robust project and financial controls- including procedures for change control / management- cost control / forecasting- physical progress / productivity measurement- and invoice review / payment.

Ensure overall commissioning and vertical start-up aligns with the agreed handover strategy and the committed operations forecast.
Portfolio Management:
- Serve as subject matter expert on Technical Peer Reviews (TPRs) to ensure projects are fit-for-purpose- right-sized and design and construction comply with applicable legal and regulatory requirements.

Provide input on strategies- tactics- and tools for managing the design- development- and delivery processes and for controlling key factors to ensure the client receives a product that matches their expectations and functions as intended at the optimal Total Cost of Ownership.
Knowledge Management:
- Establish or participate in the creation of technical standards- specification- procedures and guidelines in their field of expertise for application on Capital Projects.

Apply expertise during routine updates of the Capital Planning- Approval and Execution chapters of the KHMS MRE pillar.
Continuous Improvement:
- In close cooperation with the PMO- create standard tools and templates to ensure standardization and harmonization enabling ramp up repeatability and leverage best-of-breed design.

Lead or support Post Implementation Reviews (PIRs) to ensure successful delivery of value and also ensure change has been embedded into the Ways of Working.
Customer and Contractor / Vendor Management:
- Takes an active role in the process for utilization of contracted services and contributes to the design and delivery of appropriate contracts and agreements to provide an adequate labor pool for all needed services.

Collaborates with peers and functional Management Team in establishing key supplier relationships- oversight and governance and take a lead role in negotiating value with key suppliers and assisting in clearly defining services required.
Performance & Talent Management:

Coach- counsel and mentor organizational subordinates and project resources toward the objectives of enhanced job performance and technical knowledge/awareness.

In partnership with the PMO- assess competency levels to develop and recommend training programs to improve skills in areas which will meet present and future Engineering and Capital Project needs.
Expected Experience & Required Skills

Minimum 15 years experience managing multiple complex capital projects ranging in Total Project Cost from 5 MM to 100 MM USD.

Proven ability to lead- influence- and motivate teams to achieve challenging goals.

Proficient understanding of project management practices; including project initiating- planning- execution- monitoring/controlling- and closeout.

Advanced knowledge of construction best practice and the ability to mentor at all levels to impart knowledge and develop a self-sustaining- continuous improvement culture.

Strong working knowledge of pre-design and pre-construction- building systems/components and technology- contract management- project delivery methods and team building.

Hands on experience in the negotiation and management of contracts and agreements with engineering contractors- vendors- regulatory and government agencies.

Experience reading and understanding construction drawings (Architectural- Mechanical- Electrical- Process- Plumbing- Structural- Fire) and construction specifications.

Excellent verbal and written communication skills and interpersonal skills required.
Work Environment & Schedule
This position is considered a Field based environment; role requires frequent travel to customer locations- stores- manufacturing facilities- etc. Additionally- this role requires willingness to travel to locations outside of home state for extended periods (up to 50%) as needed and the demonstrated ability to work remotely with little supervision.
