Full Job Description

Under general supervision of the AVP Financial Services & Procurement, this position manages, negotiates and administers third party contracts for the Jacksonville Transportation Authority (JTA). Will provide senior level contract administration management of multi-million dollar transactions for capital equipment, construction, and professional services.

Detailed Description

Essential Job Functions:

Procures goods and services in accordance with Federal, State and local government requirements;
Recommends major purchases of materials on the basis of anticipated changes in prices or on unusual availability situations;
Balances cash flow considerations against possible price savings; approves selection of major vendors;
Trains Procurement personnel to assess vendor capabilities, develops sources, and evaluates vendor performance;
Ensures contracts are completed and the terms and conditions of purchase are appropriate;
Assists in records management;
Assists in establishing policies and procedures;
Reports monthly metrics;
Reviews metrics and makes recommendations for revisions as required;
May provide team lead oversight;
Develops and recommends strategies for management and enforcement of contracts, and resolving litigation and compliance disputes;
Works closely with legal, project managers, and Diversity Office to ensure contract and DBE compliance;
Ensures compliance of relevant federal regulations such as FAR; FTA Circular 4220.1F and Federal Cost Principals; 40 U.S.C. (Brooks Act); Davis-Bacon Act;

Provides guidance to the User Departments as required;
Provides technical advice and assistance on advanced contracts and procurement issues;
Conforms with and abides by all regulations, policies, standard operating procedures, and work instructions;
Conforms to all safety rules and wears/uses all appropriate safety equipment; and
Performs related work as assigned.

Supervisory & Operational Authority:

This position is responsible for 5 direct reports.

Compliance:

Responsible for completing all mandatory training classes.

Responsible for reviewing and complying with all JTA policies, procedures and directives.

Responsible for ensuring all direct reports have taken all mandatory training.

Job Requirements

Position Profile:

Required/ Preferred Experience:

Graduation from a four-year college or university with a degree in a related field. Master’s degree preferred.

Five years of management experience in related fields, preferably in the transportation industry. Procurement Certification by a national procurement association is preferred.

Knowledge, Skills & Abilities:

Knowledge of Federal Transit Administration (FTA) regulations

Ability to read, understand and apply procurement laws, regulations, policies and procedure
Ability to draft bid specifications and other technical documents
Principles and practices of public administration, public procurement systems and processes.
Principles and practices of contract administration in the public sector
Contract cost and price analysis principles and practices
Pertinent federal, state, and local laws, codes, and regulations including applicable Florida Statutes and other laws related to the use of public funds and tax laws
Contract law and ability to interpret terms and conditions
Advanced negotiation principles and practices
Principles of business letter writing and report preparation
Principles and procedures of record keeping
Principles and practices of governmental budget preparation and administration
Principles of supervision, training, and performance evaluation
Principles of customer service
Strong Microsoft Excel, Word, and Project skills;
Experience with Oracle or other similar ERP systems preferred.

The Jacksonville Transportation Authority is a public transit service provider governed by requirements of the Federal Transit Administration (FTA) and Department of Transportation (DOT).
