Description:

RKF Engineering specializes in the design of next generation communication systems and software for today’s most advanced satellite and terrestrial communication networks. Based in Bethesda MD, RKF is seeking exceptional software and communications developers to work in a dynamic team environment on an array of challenging problems. Our firm is always seeking experienced and innovative individuals who are looking for an exciting challenge.

RKF Engineering LLC provides electromagnetic environmental effects (E3) analysis support to the Defense Information Systems Agency (DISA) and the Defense Spectrum Organization (DSO) Joint Spectrum Center (JSC) in accordance with the Telecommunications Act of 1996.

Under this directive all Federal government departments and agencies are directed to provide access to mobile service providers (MSP) for the installation and operation of cellular telecommunications systems on military bases in the United States.

This project supports the JSC by determining whether the operation of proposed MSP cellular transmission systems will interfere with government and Department of Defense (DoD) communications-electronic systems. The position requires knowledge of basic or advanced communications systems theory, database management, and communications-electronics (C-E) design and functionality. Some familiarity with domestic regulations governing the use of the radio frequency spectrum is desirable

As an RF Interference Engineer the hired individual will report to the MSP Project Manager. The responsibilities of the job include, but are not limited to:

Performing electromagnetic compatibility analyses to determine if new MSP installations can operate compatibly in a specific geographical area without posing conflicts to nearby DoD C-E systems operations. When interference is predicted the engineer will develop methods to mitigate predicted electromagnetic interference issues (EMI).
Perform the above tasks and document the progress and results of the analysis according to RKF and JSC report guidelines within the scheduled time period and allocated budget of each task.
The principal qualifications and abilities needed for this position include:

o Ability to discuss and understand the technical design and operation of wireless RF (telecommunications and cellular communications) systems and the operation of wireless DoD C-E receiver systems.

o Perform sub-database searches of technical records for government C-E systems from DoD and government master frequency databases

o Familiarity with basic radio frequency propagation equations and the operation principles of transmitters and antennas

o Perform linear and intermodulation E3 compatibility predictions using computer propagation models.

Depending on the level of experience, on-the job training will be provided to fulfill the above requirements.

Requirements:

Qualifications: Applicant must have the following minimum education:

A Bachelors in Electrical Engineering, Physics, or Mathematics.
4 years experience and training in the engineering and design of cellular communications systems and other RF systems is desirable.
DOD software development experience and computer programming is a plus.
Additional Preferred Qualifications:
-Prior military service in the field of Spectrum management and DoD systems operation,
-Experience working in the DoD and US military spectrum community to design communication networks,
-Experience working in the commercial telecommunications industry, especially cellular systems,
Knowledge of DoD spectrum management process and procedures; knowledge regarding use
of DoD spectrum management tools (e.g., Spectrum XXI)
-A Masters in Electrical Engineering, Physics or Mathematics. Experience with designing and
running complex analysis tools, data management skills, and ability to work in a collaborative,
team-based environment are also desirable.

Security Clearance - Active Secret clearance or the candidate to be able to obtain a SECRET level security clearance. In order to obtain a clearance you need to be a US Citizen and show proof of citizenship.
