Full Job Description

Duties

Authenticates identification through use of electronic Personnel Access Control Systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means.
Performs Visitor Control Center (VCC) duties.
Serves as a member of the installation’s overall security response capability during actual or simulated incidents.
Regulates pedestrian and vehicular traffic to prevent accidents and to ease congestion and parking problems.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a Secret clearance.
Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
IAW AR 190-56. Employee and prospective employee of this job are expected to maintain a high standard of conduct; and when being considered for employment and periodically thereafter, they must be assessed under the Individual Reliability Program.
Must be assigned for mandatory drug testing. Drug testing designated position. Individual agrees to submit to a urinalysis on a random/recurring basis, in accordance with (IAW) AR 600-85.
Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
Overtime may be required as directed and is subject to recall for periods of emergency overtime.
Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually. All weapons training and qualifications will be conducted IAW AR 190-56.
Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 “The Army Civilian Police and Security Guard Program”.
Incumbent must successfully complete security guard training.
Incumbent must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency.
Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the PAT requirements as outline is Army Regulation 190-56 “The Army Civilian Police and Security Guard Program”.
Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver’s license. Loss of license may result in removal from the position.
Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
Security response capability. The duties and training required for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary.
Temporary Duty travel (TDY) may be required up to 25%.
LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

Qualifications

Who May Apply: US Citizens

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-04 Experience and/or Education Requirements:

General and/or Specialized Experience: Six months of general experience which includes following written procedures, rules, and regulations in contacts with staff members or the public to provide a service, respond to inquiries, or obtain information AND six months of specialized experience equivalent to the GS-03 grade level in the Federal service which includes protecting property against such hazards as fire, theft, damage, accident, or trespass; OR maintaining order and protecting life. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03). (NOTE: Successful completion of training in an accredited technical school that covers subjects such as physical security procedures, local laws, or investigative techniques is considered qualifying for specialized experience on a month-for-month basis).

OR

Education: Two years of education above the high school level in an accredited college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.

GS-05 Experience Requirements:

Specialized Experience: One year of specialized experience which includes 1) controlling access to a facility; searching various types of vehicles; verify identification; 2) performing traffic control duties, AND 3) operating radios to pass and receive information.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.

GS-06 Experience Requirements:

Specialized Experience: One year of specialized experience which includes 1) experience with a Federal, state, municipal, local or private protective organization performing access control, using physical access control equipment, safeguarding personnel, information and critical assets, 2) recording visitor information, AND 3) determining whether appropriate authorization for access exists.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
