Full Job Description

Position Overview

Whitetail Environmental LLC (WTE) is seeking an experienced Environmental Training Program Manager to join an interdisciplinary environmental team supporting the US Army Reserve 81st Readiness Division (RD). The candidate will provide support on a wide variety of environmental training and outreach programs for the U.S. Army Reserve 81st RD. This role involves managing training and outreach throughout the 81st RD area of responsibility (AOR) – Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Puerto Rico. Specific duties may include but are not limited to developing training and outreach materials for environmental compliance programs, delivering in-person training, coordinating training schedules, developing training and outreach related SOPs and standards.

Responsibilities

Manage the 81st RD Environmental Training and Outreach Program in accordance with the project manger’s direction and the contract project work statement.
Provide technical assessments for all in‑house environmental training classes.
Review course materials (e.g., syllabus and manuals), attendance records, and course content.
Provide the following environmental training support in accordance with the contract project work statement.

o Hazardous Materials / Hazardous Waste (HM/HW) Training Support

o Spill Response Training

o Environmental Awareness Training

o Unit Environmental Compliance Officer (ECO) Training

o Self-Directed Training

o In-House Training

Maintain current knowledge of all applicable local, state, federal and Army regulations. Training program will focus on environmental requirements for 10 states.
Assist in gathering data, reviewing, updating, and implementing environmental training documents, training presentations, newsletters, and management plans.
Prioritize deadlines to ensure timely and quality completion of deliverables assigned.
Complete data entry in online training databases and develop training data management tools and processes.
Provide technical assistance necessary to fully support the 81st RD Environmental Division’s programs and associated projects, including research, analysis, development, coordination, and management under the direction of the 81st RD environmental staff and in coordination with the regional facility personnel.
Work closely with facilities to ensure required environmental training is delivered.
Provide support for outreach, education, and training to soldiers and civilians at military installations.
Expand job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations (where applicable).
Be willing to accept new and varying responsibilities and opportunities.
Respond to inquiries and requests from customers and project managers within a reasonable timeframe.
Complete assigned responsibilities on time and accurately.
Promote and demonstrate a positive, team-oriented attitude towards civil service government employees, active-duty soldiers, facility operations personnel and other contract employees.
Other duties not explicitly described above that may arise to meet customer needs.

Qualifications (Education and Experience)

Bachelor’s Degree in Environmental Planning, Environmental Science, or a related field of study from an accredited university.
Minimum of 5 years of environmental experience.
Experience with MS Windows OS including Word, Excel, PowerPoint, and Outlook.
Excellent time management and interpersonal skills, and the ability to work independently and meet strict governmental and regulatory reporting requirements.
Specialized knowledge of Federal-level environmental requirements related to Clean Air Act; NEPA; Emergency Planning and Community Right-to-Know Act; Resource Conservation and Recovery Act;
Ability to read, interpret, and communicate environmental regulatory requirements outlined in state and local regulations and site-specific environmental permits.
Strong technical writing skills.
Demonstrated ability to present technical information to internal and external audiences with varied backgrounds.
Be physically able to conduct day-long training.

Additional Eligibility Requirements

Must have U.S. citizenship, a valid U.S. driver’s license and a favorable Motor Vehicle Record (MVR).
Must be able to pass a government background/security check.
Must be capable of obtaining a Department of Defense Common Access Card.

Direct Reports: Not a supervisory role.

Travel: Approximately 50% of time.

Position Type and Expected Hours of Work: Full time position. Typical days and hours of work are Monday thru Friday 8:00 am – 5:00 pm.
