Breakthrough Recovery Outreach (BRO) is a licensed and CARF-accredited residential treatment program specializing in holistic approaches to mental health and substance abuse recovery. As a pioneer in metro-<LOCATION>, BRO integrates scientific, evidence-based medical and psychological modalities with traditional recovery methods to treat the whole person—body, mind, and spirit.

Overview

Breakthrough Recovery Outreach is seeking a Manager of Clinical Operations to lead our

Behavioral Health CORE Program in Georgia. This leadership role is responsible for overseeing clinical services, program operations, staff development, and regulatory compliance to ensure high-quality, evidence-based care.

The ideal candidate is a licensed behavioral health professional (LPC, LCSW) with strong

experience in clinical leadership, program management, Core Medicaid services, and quality assurance.

Key Responsibilities

Clinical & Program Leadership

 Oversee daily operations of a Behavioral Health CORE Program (DBHDD compliant)

 Provide and present reports regularly for tracking and monitoring quantitative and

qualitative goals

 Ensure compliance with Medicaid, CARF, HIPAA, and Georgia DBHDD standards

 Monitor program performance, productivity, and clinical outcomes

 Develop and implement policies, procedures, and corrective action plans

 Lead program growth initiatives and ensure service sustainability

Staff Supervision & Employee Development

 Supervise clinical staff and clinical administrative personnel

 Provide clinical supervision for licensure-seeking staff (CPCS preferred)

 Collaborate in recruitment, onboarding, training, and performance management

 Facilitate team meetings, case reviews, and treatment planning

 Ensure staff compliance with evidenced based practice, documentation and service and

productivity standards

Quality Assurance & Compliance

 Oversee documentation review, QA audits, and medical record compliance

 Prepare for and lead CARF accreditation and external audits

 Ensure timely authorizations, reauthorizations, and discharges

 Implement performance improvement plans (PIPs) and outcome tracking

 Maintain compliance with evidence-based practices

Operational & Community Engagement

 Manage case flow, scheduling, and EMR systems (e.g., Sharenote)

 Coordinate care with psychiatric, nursing, and external providers

 Develop and maintain referral sources and community partnerships

 Provide crisis management support (on-call)

Minimum Qualifications

 Active Georgia Licensure: LPC, LCSW, or LMFT (required)

 Minimum 2+ years of experience in:

o Clinical supervision

o Behavioral health program management

o Staff leadership and development

 Knowledge of:

o CORE services (DBHDD)

o Medicaid billing and authorizations (H codes, therapy services)

o CARF and regulatory compliance

 Strong skills in leadership, communication, and problem-solving

Preferred Qualifications

 CPCS (Certified Professional Counselor Supervisor) or equivalent supervision credential

 Experience with Sharenote or EMR systems

 Experience in community-based behavioral health services
