Sterling Medical is seeking a skilled EI-Pediatric PT to provided services in Italy. This position would be providing services to U.S military children and their families stationed at the Aviano, AB. Work and live in Italy!
Listed below are the qualifications:
1. Shall have at minimum 2 years of professional experience working with individuals from birth to three years of age who have developmental delays and disabilities.
2. Shall be board certified and currently licensed in physical therapy in at least one state or territory in the United States.
3. Shall have experience with administration, scoring, and report writing with respect to any of the following assessment tools: Bayley Infant and Toddler Scales of Development, Developmental Assessment of Young Children, Battelle Developmental Inventory, Bruininks-Oseretsky Test of Motor Proficiency, and the Peabody Develop
mental Motor Scales or any other assessment tools utilized by a recognized state or local early intervention program in the US or an early intervention program administered in support of US beneficiaries overseas.
4. Shall have a minimum of two (2) years of school-based services experience working with special education departments in a school setting.
5. At least one (1) year within the past five (5) years of experience working within the age group for which employment is being considered. This experience may also be gained during practicum, internship, or a clinical fellowship as part of a degree program.
OVERSEAS EIS PROGRAM PHYSICAL THERAPIST DUTIES Services will be provided to patients 0 to 36 months of age and, upon request of the MTF clinic supervisor, older patients up to 21, and their families, in accordance with standards established by Joint Commission on Accreditation of Healthcare Organizations (JCAHO), applicable MTF standards, and standards of the American Board applicable to employee’s specialty. Services provided by Physical Therapist will include developmental screenings, diagnostic and treatment services, family training and counseling for children and their families. Service settings may include the children’s homes, child care centers, schools and other military community settings. Functions will also include child-find activities, and community awareness and education programs. The majority of services may be requested to be performed within the child’s natural environment. Upon request, Physical Therapist will also provide technical assistance, consultation, staff training, and quality assurance, upon request by the Government to Sterling Medical. Physical Therapist will subscribe to the inter/transdisciplinary model of service delivery and shall utilize the range of resources and approaches to provide appropriate, coordinated services to clients. Physical Therapist will perform the duties of an early interventionist in a primary provider model on a transdisciplinary team. All personnel providing service under this Agreement shall attend Individual Family Service Plan (IFSP), Individualized Education Plan (IEP) and other related meetings and present their evaluations and recommendations. Recommendations for specific programs, i.e. TEACH, LOVAAS, etc. will not be presented. Treatment will be discussed in theoretical terms such as behavior therapy, educational, etc. Eligibility of particular beneficiaries will be determined in accordance with applicable regulations or instructions. All reports and documentation of services will be performed on Government approved forms, and Government approved automatic record keeping systems, in accordance with MTF and Government policies. The Physical Therapist agrees to complete official correspondence using prescribed formats. Physical Therapist will possess and utilize computer literacy and computer skills throughout the term of this Agreement, and will maintain patient files in accordance with Government and MTF regulations. Pursuant to this Agreement, Physical Therapist shall perform duties including the following: A. Subscribe to the inter/transdisciplinary model of service delivery and shall utilize the range of resources and approaches to provide appropriate, coordinated services to children and their families. B. Provide services to eligible children and their families in the natural or least restrictive setting. The service setting may include children’s homes, DoD Schools, childcare homes, childcare centers, and other military community settings. A limited amount of service delivery shall occur in military hospitals and clinics. Services shall be provided to hospitalized infants and toddlers by consultation only and under the close supervision of the physician responsible for the patient. Screenings shall occur in the family home or other appropriate natural environment (such as the child development center) using an empirically supported screening measure for the identification of developmental delays. Tools may include the most current edition of the Ages and Stages Questionnaire (ASQ), Bayley Infant Neurodevelopmental Screener, Battelle Developmental Inventory Screening Test, etc. Providers under the program shall utilize the Routines Based Interview (RBI) format for the family assessment, or such subsequent format as the Air Force should determine as appropriate for the EDIS Program. C. Medically Related Services (“MRS”) include interview, testing, and evaluation of school aged children (3 to 21 years old) who are being considered for special education services through the Case Study Committee (CSC) at the DoDDS school. Additionally, MRS providers provide direct services to students or consultation to their teachers in accordance with their IEPs. MRS providers shall attend DoDDS IEP and CSC meetings. MRS providers will provide consultative services to a student’s teacher(s) in accordance with his or her IEP in order to assist the teacher in understanding the student’s special needs and how those needs may be accommodated in the school environment and with regard to homework. D. Be able and available to travel to other locations on temporary duty (TDY/TAD) as requested by the Government. E. Perform evaluations to determine eligibility for services in accordance with Department of Defense published criteria. All professionals working under this contract shall attend Individual Family Service Plan (IFSP) and Individualized Education Plan (IEP) meetings, and other related meetings, and present their evaluations and recommendations for eligible children. Eligibility shall be determined in accordance with applicable regulations or instructions. F. Attend Individual Family Services Plan (IFSP), Individualized Education Plan (IEP), and other related meetings and present their evaluations and recommendations. Recommendations for specific programs, i.e. TEACH, LOVAAS, et. shall not be endorsed for presented. Treatment shall be discussed in theoretical terms such as behavioral therapy, educational, etc. Eligibility shall be determined in accordance with applicable regulations and instructions, and any services for children or families will be determined through a team process. G. Function as part of a collaborative transition team to facilitate a seamless transition from the Early Intervention Services to a preschool or other appropriate program. H. Keep written and automated records that record the activities associated with assigned children and their families. These records will remain the property of the Government and will be in accordance with requirements as set forth in contract clause 52.212-4(u). Health Insurance Portability and Accountability Act of 1996, Privacy and Security of Protected Health Information (Apr 2005). I. Facilitate a child’s development across all areas through special instruction with the child, all family members, school teachers, and the primary care providers. J. Ensure that the adaptations and accommodations recommended by the other practitioners are incorporated in the child’s daily activities. K. Assist in expanding and implementing a public awareness program, including information of children with disabilities and the availability of resources in the community to address and remedy these disabilities. L. Participate in a comprehensive child-find program, including a system for making referrals to service providers that include timeliness and provides for participation by primary sources, such as the Child Development Center (CDC) and the pediatric clinic. M. Periodically track infants, toddlers and children who are not eligible for services, yet are at risk of delay, may be tracked periodically to monitor appropriate development. Contractor personnel shall provide families with information, home programs, or activities to support the development of those children who are at risk for delay. Tracking timetables shall be determined on a case-by-case basis by the intervention team, in accordance with military policies. N. Prepare all reports and documentation of services on Government approved forms and Government approved automated record keeping systems, in accordance with DoD and service specific policies and locally established procedures. O. Assess the family for abuse or neglect risk indicators. Collaborate with the Family Advocacy Program treatment team in providing intervention and treatment to an EDIS eligible child and/or family referred for suspected abuse. P. Provide service coordination (case management) for assigned families and serve as liaison to school-based or other community-based service delivery programs. Additionally, Physical Therapist shall perform duties including the following: P. Evaluate motor functions of all assigned children, birth through school age, who meet eligibility criteria for enrollment in EIS or Special Educations programs in the DoD Schools, and provide treatment as prescribed on the IFSPs and IEPs. Utilizes appropriate evaluation tools (manuals, devices, etc.) to determine developmental delays or disabilities that limit day-to-day functioning. Q. Independently determine test instruments to be used with infants/toddlers and school age children, administer scores, interpret the tests and determine diagnosis relating to motor skills in accordance with accepted professional standards of physical therapy. Perform test and measurements of muscles, nerves, skin temperature, joint range of motion, strength, posture, functional ability, and sensation. R. Utilize activities, strategies, and exercise to include range of motion, joint mobilization, strengthening, muscle re-education, facilitation techniques, and ambulatory and functional training with focus on the quality of movement, reflex development, muscle strength, gait, and other gross motor activity. Apply physical modalities to include moist heat, cryotheraphy, ultrasound, electrical stimulation, traction, transcutaneous electrical nerve stimulation, phonophoresis, and iontophoresis. S. Evaluate and interprets tests results and measurements and establish a functionally appropriate program of activities and strategies that can be implemented within the child’s natural setting and routines, such as school or home. T. Refer patients to other disciplines/specialty clinics as appropriate. U. Modify program of activities and strategies based on child’s needs. V. Maintain appropriate documentation in the EDIS case files and, if required, the medical record. W. Order orthotic devices and various adaptive equipment for children as indicated. X. Coordinate with other EDIS staff members, teachers, and parents in carrying out activities and strategies as described in the IFSPs and IEPs. Y. Determine when the program of activities should be revised or terminated due to changes in the child’s condition, or his/her progress, or attainment of goals. Z. Educate patients, families or health care professionals in the rationales and techniques for the prescribed gross motor activities. Provide home program for parents to maintain progress between provider visits. AA. Conduct in-service educational programs for peers, subordinates, other EDIS team members. BB. Monitor activities of physical therapy assistant (PTA) and physical therapy specialist.
