This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.
As an IT Senior Business Analyst, you will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. This includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives. You will work as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop.
The Senior Business Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions. They also communicate and consult with system user populations concerning system changes and coordinates implementation planning for changes and releases. The Senior Business Analyst mentors and coaches less advanced business analysts including suggesting learning curriculum and training paths.
This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles of less from the primary work location to be eligible for telework. This position requires a minimum of five (5) years of experience in performing IT business analysis functions.
Experience must include:
- Expert-level business analysis experience leading complex, large-scale IT projects which includes performing and leading activities such as business analysis planning, elicitation, requirements management, enterprise analysis, requirements analysis, and solution assessment/validation, consistent with BABOK practices.
- Expert-level ability to translate complex business needs into functional and technical requirements includes demonstrated experience producing high-quality models/diagrams (process models, data models, use cases, workflows) and comprehensive BA documentation such as business cases, requirement specifications, and traceability.
- Extensive experience collaborating with cross-functional IT and business teams, communicating technical concepts to non-technical audiences, resolving conflicts, leading requirement sessions, and building consensus among diverse stakeholders across large enterprise environments.
- Proven experience with software development lifecycles, methodologies, and technical environments such as SDLC, Agile, RUP, DevOps practices, web services (REST/SOAP), and large-scale application environments, including exposure to programming or testing technologies (e.g., Java, .NET, SQL, object oriented languages).
- Demonstrated leadership experience providing guidance, mentorship, or direction to other analysts, mentoring peers, leading BA work, conducting peer reviews, advising on methodology, and contributing to process improvement efforts within complex technology organizations.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Experience conducting advanced requirements elicitation and stakeholder facilitation such as interviews, workshops, reverse engineering, conflict resolution, and consensus-building across diverse or complex stakeholder groups.
- Demonstrated ability to analyze multi-system data including experience with relational databases, PL/SQL, XML, data warehousing/BI queries, and data mapping to support reporting and analytics.

Certification in Business Analysis (CBAP or CCBA) or equivalent industry credential

Experience with Agile, DevOps, and modern software development methodologies including SDLC, RUP, Waterfall, iterative models, CI/CD concepts, and familiarity with web services (REST/SOAP).
- Hands-on experience modeling business processes and systems such as BPM, UML, data flow diagrams, use case design, wireframes, ERDs, storyboards, and other BA modeling tools and techniques.
- Technical experience supporting or working with large-scale applications including exposure to programming or analysis using technologies like .NET, SQL, object-oriented concepts, or experience with application servers and multi-system data environments.
- Experience working in government, public sector, or regulated environments including familiarity with state or local agency structures, legislative processes, and policy driven IT environments.
