Working at PHD means endless learning opportunities. Serving the public in any of the roles available at PHD is incredibly fulfilling. 

Compensation is okay, however equivalent roles in the neighboring city is more competitive and PHD seems to have lost several staff to nearby organizations (public and private) at least partially due to compensation reasons. Unfortunately, leaders and managers have historically made the environment an unpleasant place to work. From preventing staff from doing their jobs, to making the workplace unfriendly to working parents, leadership at PHD should expect continued high turnover unless they make a change. Furthermore, staff turnover makes remaining staff unhappy because management chooses not to recruit to fill the empty spot. Rather, the remaining staff are challenged with taking on additional workload and being stretched even further. There is a recurring theme of poor staff support and lack of staff appreciation.

Additionally, professional development opportunities are almost nonexistent. During performance reviews, managers are prohibited from praising their direct reports. It seems that a perfect 5/5 performance review is allowed once per decade. As far as conferences and events, staff are allowed to attend 1 event every 2 years. Tuition reimbursement or education assistance is "available", however granted unequally. 

As far as benefits are concerned, the PERSI system is competitive compared to other state pension systems. Health and dental insurance would probably be sufficient for most people, however many healthcare providers in the area refused new patients with Blue Cross Blue Shield of Idaho because BCBS Idaho has a poor reimbursement/payment history.  Luckily, PHD staff can easily benefit from receiving primary care at the internal clinic which accepts BCBS Idaho.

Overall, PHD would be a great place to work if the environment demonstrated staff appreciation. Everyone who works there loves their jobs and serving the public. 

The health district is overseen by a board of directors with obvious political motivations, who don't always listen to or consider actual, proven science when approving public health policy. Also, this makes it difficult for any department or program to quickly react to trends in the employment trends or do any market research. As such, wages are often well below those of other local organizations in the same industry. And while other benefits, such as the retirement package and health insurance benefits are often touted, they are also not as good other organizations.

All that considered, the administrative staff and managers do what they can to promote a healthy work-life balance and will accommodate a flexible schedule as best they can. There's also the satisfaction of knowing you are working to improve the health and welfare of the underserved and disadvantaged people in the community.

Pan handle health is a politically motivated bureaucracy staffed by far left leaning middle management candidates that don't think twice about removing civil liberties altogether if it would ensure their retirement and benefits don't change.
Most of the people I worked with were from out of state and extremely left wing, competence was not as important as politics.
My boss didn't have any idea how to do her job.
I actually sat in a meeting with high placed individuals where they discussed "chipping" people for contact tracing.


Is this a perfect employer, no, but there are none. There is always room for improvement, but this place has a lot of people who care and are here to do the very best that they can to make things better in their community.

I appreciate the opportunity to work in a place where I can learn and grow and make a difference.

Very bad management.  Just get the job done quickly and correctly with no help even when your doing a job that would require at least 3 people.  No empathy of family life of the employee and no thanks for a job well done.  Always points out faults and never even a pat on the back.  Director and Family and community Heath administrator have not a clue as to what is needed to have a job well done, as they are to busy rubbing their noses to get more money for their salary, which is horrindiously high for a non profit organization.

Working at the health district has been a wonderful growth opportunity for me. There was so much I was unaware of prior to coming to work here and I love learning about ways that we can help our community become healthier, prevent disease, and protect our environment.

Clean, comfortable area with great coworkers. Much satisfaction helpings others learn to stretch their budget, prepare healthy meals and become confident in caring for their families. Good to work around management and peers who feel like I do about helping others. Pay and benefits comparable to other clerical in the inland northwest.

So much potential that is completely wasted by poor management. Expect to be micromanaged. The workload is such that you could never finish it in the time allowed. The organization is run by a board of directors, which is being taken over by people that have no business running Public Health Services. There are some really wonderful people working there that obviously care very deeply about their work, which is very admirable.  

Administration offers zero support for the individual human being. Do not have any personal problems or health issues. Especially mental health,though they support "Suicide Prevention" if you personally, feel like life is too tough and you could use support,they do not have any empathy. Do not make any errors during this time as they will not work with you ,you will be shown the door.

panhandle is horrible to work for. the pay is a joke the management doesn't care about anything but making money, they would let go good employees go to save a dollar. j dowell in management is pure evil. if you are looking for work try any other place but here.
