Opportunity Context
We are building a vetted consulting bench for anticipated federal-health and Veteran-serving data and interoperability engagements. This is a future or contingent consulting opportunity. It is not federal employment and does not imply that Proactive Logic currently holds a Department of Veterans Affairs award. Engagement timing depends on client demand and contracting approvals.
What We're Looking For
We are seeking a Senior VA FHIR & Health Data Interoperability Consultant who understands how Veteran health or benefits data moves between mission systems, APIs, operational stores, analytics platforms, and clinical or administrative workflows.
This is a remote, 1099 Corp-to-Corp opportunity for a senior independent consultant. You should be able to discover undocumented data reality, design reliable interfaces and pipelines, reconcile imperfect records, protect sensitive information, and explain tradeoffs to both technical and program stakeholders.
Key Requirements
VA and Federal-Health Data
- At least 2 years of hands-on production delivery involving VA or VHA health, benefits, claims, eligibility, facility, or clinical data.
- Practical experience with several relevant capabilities, such as VA Lighthouse APIs, Patient Health or benefits APIs, FHIR R4, SMART on FHIR, HL7 v2, US Core, VistA or CPRS, Oracle Health or Cerner, MPI or identity matching, or federal-health data exchanges.
- Familiarity with VA Technical Reference Model alignment and federal data-governance expectations.
Senior Data Engineering and Interoperability
- At least 10 years of data engineering, software delivery, integration, or health-information technology.
- At least 5 years of production Python, Java, C#, or comparable engineering for data services and pipelines.
- Advanced SQL and relational-database experience with Postgres, SQL Server, Oracle, or comparable platforms.
- Production ETL or ELT, APIs, batch processing, event-driven integration, large-file handling, schema evolution, and operational support.
- Strong data-quality methods: validation, quarantine, idempotency, retries, reconciliation, traceability, lineage, and explainable matching.
Healthcare Interoperability
- Hands-on implementation with FHIR resources and profiles, REST APIs, terminology, identity, consent, provenance, or clinical and benefits data.
- Ability to translate operational requirements into durable canonical models and contracts.
- Experience protecting PHI, PII, and other sensitive federal data throughout ingestion, transformation, storage, analytics, and support.
Federal Security and Cloud
- Working knowledge of FISMA, NIST 800-53, RMF or ATO evidence, least privilege, encryption, logging, retention, and incident-response expectations.
- Experience with AWS GovCloud, Azure Government, VA Enterprise Cloud, or a comparable regulated cloud environment.
- Secure OAuth 2.0 or OpenID Connect integrations, API credentials, secrets rotation, auditability, and data minimization.
Accessibility and Mission Outcomes
- Awareness of Section 508 and WCAG requirements for data products, reports, administrative tools, and Veteran-facing workflows.
- Ability to connect technical delivery to measurable outcomes for Veterans, clinicians, benefits staff, and program operators.
AI-Forward Delivery
- At least 1 year of daily use of Claude Code, OpenAI Codex, Cursor, GitHub Copilot, or equivalent coding agents.
- Strong human review, representative test data, regression tests, security checks, and performance validation.
- Experience using approved AI tools without exposing PHI, PII, CUI, credentials, production data, or sensitive architecture to uncontrolled services.
Consulting and Business Structure
- At least 5 years of client-facing consulting or equivalent senior stakeholder delivery.
- Excellent discovery, facilitation, written communication, and data-quality storytelling.
- Active owner-operated LLC or S-Corp required.
- 1099 Corp-to-Corp only. No W-2 and no staffing agencies.
- Ability to satisfy federal suitability or Public Trust requirements when an engagement requires it.
What You'll Do
- Map VA or federal-health data sources, interfaces, ownership, and failure points.
- Design and build secure APIs, interoperability services, and reliable pipelines.
- Implement FHIR, HL7, relational, file, and event-driven data contracts as appropriate.
- Establish validation, reconciliation, lineage, observability, retry, and recovery controls.
- Support regulated cloud deployment, security documentation, and audit-ready technical evidence.
- Produce data models, mappings, interface specifications, tests, runbooks, and operational dashboards.
- Work directly with program, clinical, benefits, data, security, and engineering stakeholders.
- Use AI coding agents to accelerate delivery within approved data and security boundaries.
Preferred Experience
- VA Lighthouse, FHIR R4, SMART on FHIR, US Core, HL7 v2, VistA, CPRS, Oracle Health or Cerner
- Python, SQL, Postgres, SQL Server, Oracle, Spark, dbt, Airflow, or managed batch services
- AWS GovCloud, Azure Government, containers, infrastructure as code, and CI/CD
- Master-patient or Veteran identity, terminology, claims, eligibility, benefits, pharmacy, or population-health data
- Data observability, lineage, quality frameworks, OpenTelemetry, and secure analytics
