Scientific Program Analyst
National Institute of Neurological Disorders and Stroke (NINDS) Rockville, MD (Hybrid Eligible) Salary: $90,000 - $125,000 per year Full-Time | 40 Hours per Week
About the Opportunity
A-Team Solutions is seeking a highly motivated Scientific Program Analyst to support the National Institute of Neurological Disorders and Stroke (NINDS) Division of Extramural Activities (DEA). This position provides scientific, programmatic, communications, and operational support for NIH extramural research programs and initiatives. The successful candidate will play a key role in developing research operations resources, maintaining scientific and policy-related content, supporting process improvement initiatives, and coordinating communications across NINDS programs.
This position is ideal for candidates with a strong scientific background who possess exceptional writing, analytical, project management, and stakeholder engagement skills.
Key Responsibilities
Scientific Program Operations
- Support existing scientific projects and assist with the development, implementation, and execution of new initiatives.
- Evaluate and support the operation of scientific and research administration programs.
- Coordinate activities associated with NINDS extramural research operations and initiatives.
- Collaborate with scientific, administrative, and communications staff to advance program objectives.
Policy, SOP Development & Training Materials
- Draft, edit, review, and publish Standard Operating Procedures (SOPs) related to extramural research operations.
- Develop guidance documents, training materials, workflows, and resource tools.
- Ensure materials address both scientific and policy requirements.
- Track progress and completion of SOP development activities and deliverables.
Scientific Writing & Analysis
- Research, interpret, analyze, and summarize information from scientific, technical, and policy-related sources.
- Translate complex scientific concepts into clear, concise, and plain-language communications.
- Prepare briefing materials, reports, presentations, and executive summaries.
- Support leadership communications and strategic initiatives.
Website, SharePoint & Content Management
- Develop, update, and maintain website content supporting extramural research operations.
- Manage SharePoint sites, Teams channels, and other information repositories.
- Ensure scientific and operational resources remain current, accessible, and user-friendly.
- Collaborate with communications staff to achieve organizational outreach and communication objectives.
Data Management & Reporting
- Compile and organize scientific and operational data.
- Create reports, graphs, dashboards, slide presentations, and tracking tools.
- Maintain repositories of presentations, meeting minutes, reports, training resources, spreadsheets, and web content.
- Monitor key activities, milestones, and action items while providing regular status updates.
Process Improvement & Program Evaluation
- Review extramural activities, workflows, and systems to identify opportunities for improvement.
- Recommend enhancements to educational resources, outreach efforts, and operational processes.
- Assist in documenting and coordinating follow-up actions from operations meetings.
- Support initiatives designed to improve efficiency, communication, and organizational impact.
Meetings & Stakeholder Engagement
- Coordinate and participate in scientific meetings, workshops, and training events.
- Prepare presentations and provide updates to leadership, stakeholders, and program staff.
- Track issues, action items, and organizational decisions resulting from meetings.
- Facilitate communication among internal and external stakeholders.
Minimum Qualifications
- Master's degree in a scientific or related discipline such as:
- Neuroscience
- Biology

- Communications
- Related scientific field
- Strong scientific writing, editing, and communication skills.
- Experience preparing reports, presentations, and technical documentation.
- Experience working with Microsoft Office Suite, including Word, Excel, PowerPoint, and Adobe Acrobat.
- Proficiency with SharePoint or similar content management platforms.
Preferred Qualifications
- Knowledge of NIH grants, research funding mechanisms, and extramural research administration.
- Experience developing SOPs, policies, guidance documents, or training materials.
- Experience managing website content and online communications.
- Familiarity with Drupal or other web content management systems.
- Experience supporting scientific research programs, academic institutions, federal agencies, or research organizations.
- Strong project management and organizational skills.
