Summary
Scenic Bluffs is currently seeking an Outreach and Enrollment Specialist to work at multiple locations. This position will be based out of our La Crosse office with possible travel from time to time to our Cashton office.
The Outreach and Enrollment Specialist at Scenic Bluffs Community Health Centers plays a key role in connecting people to coverage and care, with a primary focus on helping patients and community members enroll in, and retain, health insurance. The Specialist will provide direct enrollment assistance in Medicaid, state and federal marketplace plans, and other affordability programs, offering accurate, unbiased information on the full range of qualified health coverage options. In addition to providing direct enrollment assistance, the Specialist builds collaborative relationships with partner organizations, leading outreach and education strategies to expand coverage and connect people to care.
This position combines active, in-person outreach with direct assistance for individuals seeking health insurance coverage. The Specialist engages with both patients and the public at health center locations, events, partner locations, and community spaces; delivers informational sessions; and works one-on-one with individuals to navigate enrollment. This role requires strong relationship-building skills, cultural awareness, and the ability to explain complex information clearly. The Specialist also develops and implements outreach strategies to connect residents with SBCHC services and promote equitable access to health coverage.
Duties and Responsibilities
Enrollment Assistance

Provide accurate, unbiased information about all qualified health coverage options, including Medicaid, marketplace plans, and other affordability programs to patients and community members.

Assist patients and community members with applications, eligibility determinations, documentation, and plan comparisons.

Follow up with individuals to ensure applications are completed, coverage is active, and clients understand how to use their benefits.

Support patients in retaining coverage throughout the year, including during Special Enrollment Periods.
Outreach and Education

Collaborate to analyze internal and external data to design outreach and in-reach strategies for current patients and external communities.

Conduct strategic outreach to patients, community members, and partner organizations to build awareness of health coverage options and SBCHC’s enrollment services.

Represent SBCHC at community events, health fairs, and partner sites (e.g., libraries, community centers, local agencies).

Deliver presentations and information sessions on health insurance options in collaboration with community partners.

Contribute to the creation and distribution of outreach materials to promote awareness and access.
Partnership Development

Build and maintain relationships with community organizations, employers, schools, and businesses to increase referrals and connect individuals to enrollment services.

Proactively identify new partnerships and collaborations to expand outreach and enrollment opportunities.
Program Improvement and Compliance

Maintain up-to-date knowledge of program eligibility rules, application processes, and marketplace regulations.

Assess data and outcomes to improve outreach, enrollment, and retention strategies.

Document all interactions accurately in electronic health records and reporting systems to meet grant and CMS requirements.

Protect confidential information in compliance with HIPAA and other privacy/security regulations.

Complete and maintain Certified Application Counselor certification; participate in ongoing training and professional development.
General Responsibilities

Offer flexible service delivery, including in-person, virtual, evening, and weekend appointments to meet community needs.

Collaborate with SBCHC staff and external partners to achieve outreach and enrollment goals.

Promote SBCHC’s mission, vision, and values in all interactions.

Attend work as scheduled and perform other duties as assigned.
Qualifications
The individual must respect the confidentiality of patient information while performing job duties and establish and maintain effective working relationships with patients, employees and public. The individual must also possess strong problem-solving skills and ability to work without constant supervision.
Education and/or Experience
The individual must have earned a high school diploma or equivalent and a Bachelor's Degree is preferred but not required. Certified Application Counselor certification required within 1 year of hire.
