Owner Project Engineer - junior project engineer looking for career growth with no more than 10 years work experience
The Owner Project Engineer will be a support to the Project Owner for specific responsibilities which enable industry best practice applications of all contributors for simplicity, efficiency, and predictability of performance
Track an integrated schedule against which the project reports and controls schedule and risk. Critical path definition, analysis, and KPIs to be elaborated.
Partner with Owner Project Manager to identify the critical risk and opportunities assignments, maintain and adapt them through the project lifecycle.
Work with stakeholders and responsible elements to define the Project Quality Plan. Monitor any changes and adapt as needed.
Determine and align with PMT members a contract and partnering scheme for any support services, engineering services, logistic providers, vendors, consultants, and contractors.
Maintain the basis of design (BOD) & scope of works (SOW) masters through the project lifecycle and any associated MOC tasks
Ensure that the necessary checks and balances with E&C, suppliers and partners are executed including any necessary authorizations, hold and witness points, and expert or cold-eye reviews encompassing needed technical integrity reviews
Coordinate with OPM on site interface and infrastructure needs with all stakeholders including any necessary permits and licenses
Facilitate the capture of applicable past projects experiences and capitalize, incorporate, and mitigate elaborated critical risks during project delivery with the myCAP tool.
Support of the Project Owner in the necessary championing in terms of governance, communication, coordination, action tracking, and support to encourage a one team effort throughout and eliminate any barriers to success as they may be encountered
Site host coordination as applicable (ensuring correct utility quantities, timing, and interface connections)
Coordinate with GIO and other IT support resources for site connectivity requirements
Coordination with Ops/Maintenance to complete Ops Readiness tasks (Maximo, SCADA, Intelex, other systems)
Project Coordination
Monitor the project status through systematic project control and risk management according to CIMS processes, functionally supported by the respective CI function
Be responsible for the implementation of the Project Execution Plan and CIMS compliance, particularly with respect to the Stage Gate Project Delivery
Assume overall responsibility for project risk management and capitalization throughout the project lifecycle (including PRB(O) gate after achieving steady operation)
Present the project status on a regular basis to the Project Steering Committee (or equivalent supervisory board), according to the CI SteerCo Charter guideline, and support the Accountable Person in the preparation of C-PR/ Hub-RIC reviews at gate F
Prepare the monthly CI Monthly Project Report (L3 report) and review the contents with the PO
Conduct regular project review meetings with E&C, Operations, Industrial Direction and the CI
Lead the activities related to permit applications or utilities supply, and coordinate with E&C the ancillary site and infrastructure agreements and related scope of work execution (utility grid connections & metering, byproduct offtake and pipeline tie-ins etc.)
Support the responsible Finance Department in the cash flow planning and implementation of the FX risk management plan. Provide regular updates (when needed) to reflect changes to the budgets, time schedule or risk profile
Coordinate with the responsible Subsidiary and E&C insurance specialists to ensure that adequate Insurance Policies are secured for the project (in particular with regards to the Marine Cargo and Construction all Risks Insurance)
Skill Set / Knowledge / Expertise
Some leadership skills (results oriented, decision making, initiative taking, interpersonal skills, ability to work under a tight schedule)
Some management skills (results oriented, decisive, takes the initiative, strong hard and soft interpersonal skills, works well under pressure & independently confident to act if needed)
Strong understanding of CIMS & IMS.
Ability to effectively collaborate with multifaceted organizations, and especially with the following client entities: LI-WBL, CI, E&C
Strong communication and people integration skills (concise and federating)
Ability to understand the various risks embodied in LI gas contracts and the AL Business Model, especially contractual, country, customer and technical risks. Good understanding of the Project Development Process.
Financial knowledge is also needed to contribute optimizing the ROI
Promote transparency, trust, and a one integrated team spirit
Fluency in Korean a plus
General Requirements
Ten years experience in a technical or project position; with exposure in operations, regulatory and project management.
Bachelor's degree in Engineering required.
Experience of working in multi-disciplinary teams and matrix management organizations on major projects and programs
Knowledge of finance, strong analytical ability and competence in project management to facilitate challenging executive reviews of capital projects.
