The Acquisition Services Management - Governance organization is seeking highly motivated Procurement Analysts to support our Policy, Audit Controls & Enablement (PACE) and Mission Assurance & Compliance Oversight (MACO) teams. In this role, you will help ensure the integrity of the Laboratory's procurement system by supporting governance, compliance, policy, and audit activities. Working closely with procurement professionals, legal counsel, business partners, and Department of Energy (DOE) stakeholders, you will help maintain compliance with the Triad-approved Purchasing System while driving continuous process improvement.
The ideal candidate will have experience supporting procurement governance, compliance, and policy activities within a regulated environment. They will be skilled at interpreting procurement policies, evaluating procurement actions for compliance, supporting audit activities, and collaborating with stakeholders to resolve policy questions and improve procurement processes. They are detail-oriented, analytical, and committed to delivering compliant, customer-focused procurement solutions.
The Procurement Analysts tasks may include:
- Support the development, implementation, and maintenance of procurement policies, procedures, and guidance documents.
- Evaluate procurement actions for compliance with DOE requirements, Prime Contract requirements, applicable regulations, and Laboratory policies.
- Support internal and external audits, assessments, and Contractor Purchasing System Review (CPSR) activities by coordinating documentation, researching procurement actions, and assisting with corrective action responses.
- Analyze new DOE orders, Acquisition Policy Letters, Prime Contract changes, and regulatory requirements to determine impacts to procurement policies and procedures.
- Assist with maintaining the ASM Procurement and Policy Manual and related governance documentation.
- Provide guidance to procurement personnel regarding policy interpretation and compliance requirements.
- Identify process improvement opportunities that strengthen procurement governance, consistency, and operational effectiveness.
- Collaborate with internal organizations including Legal, Controller's Office, and Procurement teams to resolve compliance and policy questions.
- Prepare reports, presentations, and compliance metrics to support executive-level presentations, reports, dashboards and decision support materials.
- Recommend improvements to governance methodologies, tools, data sources, and processes
What You Need
Minimum Job Requirements:
Governance and Compliance
- Demonstrated experience supporting procurement, contract administration, governance, compliance, policy implementation, or audit activities within a regulated environment.
- Experience supporting complex technical or operational projects and contracts; developing schedules, defining scope, managing priorities, executing work under formal change control to impact key performance indicators
Knowledge and Expertise
- Advanced working knowledge of procurement regulations, policies, internal controls, and compliance principles.
- Experience interpreting policies and applying them to procurement activities.
Customer Service & Collaboration
- Ability to develop and maintain effective relationships with internal and external stakeholders
- Skilled at building trust, resolving conflicts, and delivering accurate, timely information
- Adept at interacting with personnel at all levels to foster collaboration and achieve consensus
Organizational Skills & Critical Thinking
- Strong attention to detail, analytical thinking, and problem-solving skills
- Ability to manage multiple tasks in a fast-paced, dynamic environment
- Proven ability to identify, evaluate, and mitigate risks, develop corrective actions, and recommend solutions based on data-driven analysis

Business Systems
- Proficiency with Microsoft Office Suite, MS Project, Visio, and other project or inventory management tools
- Understanding of financial and business operations, including budget management, procurement, and resource forecasting
Communication
- Excellent written and verbal communication skills with the ability to influence cross-functional stakeholders, Legal counsel, and senior leadership
Education/Experience: Bachelor's Degree in Business Administration or related degree from an accredited institution and 6 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications
- Experience supporting high dollar, volume and complex procurement activities
- Familiarity with the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) requirements.
- Experience supporting procurement evaluation, assessments or audit activities
- Continuous Improvement Experience
- Experience using SAP Ariba or similar enterprise procurement systems
- Professional certification such as CPSM, CPCM, CFCM, CPPB or similar

Work Environment:
Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2 hours ground commute of this location. Reporting onsite may be periodically necessary. Remote work may be authorized for candidates located outside the designated telework area, subject to additional approval. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
