Position Summary
The Human Resources Generalist performs a broad range of professional human resources functions, including recruitment, onboarding, employee relations, benefits and leave administration, policy implementation, compliance, performance management, training coordination, payroll support, and Human Resources operations. This position serves as a trusted resource to employees and supervisors by providing guidance on Human Resources policies, procedures, employment regulations, and organizational practices.
The Human Resources Generalist assists in administering employment programs, maintaining personnel records, supporting labor relations activities, coordinating employee training, and ensuring compliance with applicable federal, state, and local employment laws. Working collaboratively with all departments, this position promotes organizational effectiveness, employee engagement, and exceptional customer service while exercising sound judgment and maintaining the highest level of confidentiality and professionalism.
Essential Duties and Responsibilities
Recruitment & Talent Acquisition
- Coordinate recruitment activities, including job postings, applicant tracking, interview scheduling, and candidate communications.
- Assist managers with recruitment strategies and selection processes.
- Participate in interviews and candidate evaluations.
- Conduct employment reference checks, background screenings, and pre-employment testing.
- Coordinate employment eligibility verification (Form I-9) and onboarding requirements.
- Prepare employment offers and onboarding documentation.
- Support workforce planning and recruitment initiatives.
Employee Onboarding & Human Resources Administration
- Coordinate new employee orientation and onboarding programs.
- Maintain accurate personnel files and electronic HR records in accordance with organizational policies and legal requirements.
- Process employee status changes, promotions, transfers, leaves of absence, and separations.
- Ensure the accurate completion and maintenance of employment documentation.
- Respond to employee inquiries regarding Human Resources policies, procedures, and employment-related matters.
- Prepare employment verification letters and other personnel documentation.
Employee Relations
- Serve as a resource to employees and supervisors regarding workplace policies, procedures, and employee relations matters.
- Assist supervisors with employee performance, attendance, workplace conduct, coaching, and corrective action.
- Support workplace investigations and prepare documentation as assigned.
- Assist with performance improvement plans and disciplinary processes.
- Promote positive employee relations through conflict resolution, employee engagement, and effective communication.
Benefits & Leave Administration
- Assist employees with benefit enrollment and benefit-related inquiries.
- Coordinate annual open enrollment activities.
- Administer leave requests in accordance with organizational policies and applicable laws, including FMLA and other leave programs.
- Maintain benefits and leave documentation.
- Coordinate employee wellness and recognition initiatives.
- Assist with workers' compensation reporting and documentation.
Human Resources Compliance
- Ensure compliance with applicable federal, state, and local employment laws and organizational policies.
- Complete Form I-9 verification and maintain employment eligibility records.
- Maintain Human Resources compliance documentation and required regulatory reporting.
- Assist with policy implementation, internal audits, and compliance reviews.
- Safeguard confidential personnel information and Human Resources records.
Training & Employee Development
- Coordinate employee training programs and professional development opportunities.
- Assist with leadership and supervisory development initiatives.
- Schedule and track required compliance and mandatory training.
- Maintain employee training records.
- Support employee development, succession planning, and workforce development initiatives.
Payroll & Human Resources Information Systems
- Assist with payroll-related personnel transactions and documentation.
- Review personnel action forms for accuracy and completeness.
- Maintain employee information within the Human Resources Information System (HRIS).
- Generate Human Resources reports and workforce analytics to support operational and strategic decision-making.
- Assist with Human Resources process improvements and workflow automation initiatives.
Labor Relations Support
- Assist with the administration of Collective Bargaining Agreements (CBAs).
- Support grievance documentation and labor relations activities.
- Assist supervisors with contract interpretation as directed.
- Maintain labor relations records and documentation.
- Participate in labor-management meetings as assigned.
General Human Resources Support
- Assist with the development and revision of Human Resources policies and procedures.
- Participate in employee engagement, organizational culture, and workforce development initiatives.
- Support strategic Human Resources projects and organizational objectives.
- Prepare reports, correspondence, and presentations for management.
- Perform other related duties as assigned.
Minimum Qualifications
Education
Bachelor's Degree in:
- Human Resources Management
- Business Administration
- Public Administration
- Organizational Leadership
- Psychology
- Related field
Equivalent combinations of education and experience may be considered.
Experience
- Minimum of three (3) years of progressively responsible Human Resources experience.
- Experience supporting recruitment, onboarding, employee relations, benefits administration, leave administration, and Human Resources compliance.
- Experience maintaining confidential personnel records and employment documentation.
- Experience interpreting and applying Human Resources policies, procedures, and employment regulations.
- Experience working in a unionized environment is preferred.
- Public-sector, municipal, authority, or quasi-governmental Human Resources experience is highly desirable.
Preferred Qualifications
- Bilingual in English and Spanish.
- Professional Human Resources certification such as SHRM-CP, PHR, IPMA-HR, or equivalent.
- Experience administering leave programs, including FMLA and other applicable leave laws.
- Experience supporting labor relations activities in a unionized environment.
- Hands-on experience using Paylocity Human Capital Management (HCM) software or comparable Human Resources Information Systems (HRIS), such as ADP Workforce Now, UKG, Workday, Paycom, or similar platforms. Experience with payroll processing, benefits administration, employee self-service, time and attendance, onboarding, HR reporting, and workflow automation is highly desirable.
Knowledge, Skills & Abilities
- Knowledge of Human Resources principles, practices, and applicable federal, state, and local employment laws and regulations.
- Understanding of recruitment, employee relations, performance management, benefits administration, leave management, and Human Resources compliance.
- Proficiency with Paylocity Human Capital Management (HCM) software or comparable Human Resources Information Systems (HRIS), including employee records management, onboarding, payroll support, benefits administration, reporting, compliance, and workflow automation.
- Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
- Strong organizational, analytical, problem-solving, and time management skills.
- Excellent written, verbal, interpersonal, and customer service skills.
- Ability to maintain confidentiality, exercise sound judgment, and handle sensitive information with discretion.
- Ability to manage multiple priorities, meet deadlines, and adapt to changing organizational needs.
- Ability to establish and maintain effective working relationships with employees, supervisors, managers, union representatives, vendors, and the public.

ADDITIONAL ELIGIBILITY QUALIFICATIONS: Must be able to successfully pass a criminal background check and substance abuse screen. Must possess a valid driver’s license.
