Clinical Supervisor: Partial Hospitalization Program (PHP) & Intensive Outpatient Program (IOP)
Position Summary
The Clinical Supervisor is responsible for providing clinical leadership, supervision, and oversight for the Partial Hospitalization Program (PHP) and the Intensive Outpatient Program (IOP). This position ensures the delivery of high-quality, evidence-based substance use disorder treatment services while maintaining compliance with Maryland regulations, accreditation standards, payer requirements, and organizational policies.
The Clinical Supervisor provides direct supervision to clinical staff, monitors clinical programming and documentation quality, supports staff development, and ensures appropriate clinical coverage to maintain safe and effective program operations. This position requires a strong understanding of substance use disorder treatment, ASAM criteria, clinical documentation standards, and regulatory requirements.
The Clinical Supervisor must be a Maryland Licensed Clinical Alcohol and Drug Counselor (LCADC) or Certified Associate Counselor–Alcohol and Drug (CAC-AD) with an active Board Approved Supervisor credential.
Essential Responsibilities
Clinical Supervision & Staff Development
- Provide supervision to counselors and clinical staff, ensuring appropriate delivery of individual, group, and family services.
- Maintain responsibility for ongoing clinical oversight, including reviewing documentation, providing feedback, and supporting staff competency development.
- Facilitate regular clinical supervision meetings and case consultation.
- Monitor counselor performance, identify training needs, and support corrective action or performance improvement plans when needed.
- Ensure clinical staff practice within their scope of licensure/certification and organizational standards.
Program Clinical Oversight
- Ensure PHP & IOP programming is clinically appropriate, individualized, and consistent with ASAM Level of Care standards.
- Oversee daily clinical operations to ensure groups, individual sessions, treatment planning, and clinical interventions are being delivered as required.
- Review program schedules and ensure adequate clinical staffing and coverage.
- Collaborate with leadership regarding census needs, staffing concerns, patient acuity, and program development.
- Support implementation of evidence-based practices and quality improvement initiatives.
Documentation & Compliance Oversight
- Monitor clinical documentation to ensure accuracy, timeliness, medical necessity, and compliance with Maryland regulations, payer requirements, and accreditation standards.
- Ensure treatment plans, progress notes, assessments, and discharge documentation meet organizational expectations.
- Identify documentation trends or compliance risks and implement corrective strategies.
- Participate in audits, quality reviews, and regulatory/accreditation activities as needed.
Patient Care & Clinical Decision Making
- Provide clinical consultation regarding patient needs, level of care recommendations, risk concerns, and treatment barriers.
- Assist with clinical escalations, crisis situations, and complex patient presentations.
- Support coordination of care and communication with internal and external providers.
- Participate in clinical staffing meetings and case reviews.
Program Coverage & Operations
- Maintain an onsite presence Monday through Friday during standard program operations.
- Provide clinical leadership and onsite support during evenings, weekends, or other non-standard program hours as needed to support program operations, staffing needs, emergencies, or special circumstances.
- Ensure appropriate clinical coverage is maintained and assist with coverage planning when staffing challenges arise.
- Serve as a clinical resource for staff and leadership.
Qualifications
Required:
- Active Maryland CAC-AD, LCADC, or equivalent eligible credential.
- Current Maryland Board Approved Supervisor credential.
- Master’s degree in counseling, psychology, social work, or related behavioral health field preferred.
- Experience providing substance use disorder treatment services.
- Experience supervising clinical staff in an outpatient, intensive outpatient, PHP, residential, or similar behavioral health setting.
- Strong knowledge of ASAM Criteria and substance use disorder treatment practices.
- Strong understanding of clinical documentation requirements and regulatory compliance.
- Ability to work onsite Monday through Friday and provide additional support during evenings/weekends as needed.
Preferred:
- Experience working in a PHP, IOP, or other structured outpatient level of care.
- Experience with Medicaid and managed care requirements.
- Experience preparing for or participating in CARF or other accreditation reviews.
- Experience with electronic medical records and clinical quality assurance processes.

Pay: $80,000.00 - $90,000.00 per year
