Description of Position: The duties of this position include providing mission-focused business leadership and contract execution/administration support for Intel and cyber-related service and commodity acquisitions to various 16AF mission partners. Selected team member will serve as a contracting officer with delegated contracting authority to solicit contractual proposals - ultimately responsible for negotiating, award, execute, administer and terminate contracts. Key responsibility of this position is developing and defining acquisition strategy via executing the multi-functional team (MFT) concept.
Position Responsibilities:-Serves as a contracting officer with delegated contracting authority to solicit contractual proposals and ultimately negotiate, award, execute, administer and terminate contracts -Perform pre and post-award functions including establishment and management of the MFT process inclusive of acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of a requirement through contract close-out -Work in partnership with small business representative to ensure small business and competition goals are met. -Utilize innovative business practices to streamline the acquisition process and maximize resources. -Serves as a business advisor providing advice and guidance to fellow contracting officials and mission partners, program officials, commanders, and other senior personnel on a wide range of acquisition, procurement, and contractual issues -Collaborates with legal, policy and small business to ensure organizational objectives and contract execution align with AF/DOW doctrine and fulfill program objectives -Provides acquisition subject matter expertise and support to program managers, functional managers and mission partners throughout all stages of the acquisition and contract performance -Conducts regular training to improve acquisition process -Develops and maintains relationships with 16AF FM, mission partners, program managers and stakeholders throughout the organization -Represents the organization with a variety of installation and functional area organizations
Desired Skills/Expertise:-Bachelor's degree from an accredited education institution to grant baccalaureate degrees -Ability to obtain and maintain a TS/SCI security clearance -DAF warranted contracting officer with min $5M warrant -Contracting certification required is Professional/Foundational (or equivalent if certification obtained before Back to Basics contracting certification requirements finalized) -AcqDemo Value of Position: 80-83 Desired Attributes: -Highly qualified candidates will possess an unlimited DAF warrant/unlimited transferrable DAF warrant and have currently active eligibility for TS/SCI -Experience administering source selections and fair opportunity processes is preferred

Experience at the next lower broadband/grade level (or equivalent).
An advanced Degree(s) such as a Master’s or Ph.D. is highly desired.
