Outreach Manager
Background
MATTERS (a division of UBMD Emergency Medicine) is a multi-state substance use treatment and harm reduction resource referral network. We make getting help simple, human, and stigma-free—connecting people to care, resources, and community support when and where they need it most.
The Outreach Manager is responsible for leading and developing a geographically dispersed team while continuously improving the operational systems, workflows, and partnerships that support our mission. A successful Outreach Manager will coach a dynamic team, reduce operational friction, lead independently, and design scalable systems.
Primary Functions
People Leadership
- Coach and develop a team of high-performing Outreach Coordinators and Support Service Coordinators through regular one-on-ones, performance coaching, and professional development.
- Build trust, accountability, and psychological safety while maintaining expectations in a fast-paced environment.
- Navigate differing regional needs, competing priorities, and constructive conflict in a thoughtful and timely manner.
- Lead onboarding and integration of new employees through structured development plans.
- Support MATTERS’ collaborative, innovative, and compassionate culture
Operational Leadership
- In collaboration with leadership, align portfolio strategy with organizational goals
- Design, implement, and continuously improve systems to reduce friction for staff, patients, and community partners.
- Develop recommendations that consider operational feasibility, staffing, financial implications, HIPAA compliance, and strategic priorities.
- Manage and improve portfolio’s internal processes (data management, CRM implementation, resource allocation and documentation)
Other Duties and Responsibilities
- Develop, facilitate, and deliver presentations on emerging trends in behavioral health as needed
- Collaborate with other departments to improve the success of outreach initiatives
- As part of Outreach strategy, explore and recommend new outreach initiatives/service/network expansion opportunities for organization
Qualifications
- Demonstrated experience leading and developing a team in a complex environment
- Previous experience working in behavioral health, healthcare operations, community partnerships, referral systems, public health, or closely related field.
- Must have experience working with underserved or stigmatized populations
- MATTERS recognizes the broad intersectionality of behavioral health and poverty, trauma, and inequality. People with relevant lived experience- such as in mental health, substance use, and/or addiction recovery- are encouraged to apply.
- Demonstrated ability to gather information, evaluate competing priorities, assess constraints, and make sound independent decisions in a fast-paced environment.
- Exceptional interpersonal skills and ability to thoughtfully communicate with a variety of people, backgrounds, roles, and styles in both verbal and written form
- Ability to constantly shift priorities in a highly dynamic environment
- Ability to deal with sensitive issues with diplomacy and discretion
- Must maintain HIPAA-compliant access controls and follow approved procedures for accessing systems containing PHI and ensures third-party services and tools are used in compliance with HIPAA and SOC 2 requirements.
Job Requirements
- Approximately 40 hours/week work schedule (hybrid schedule available) - Candidate must reside in New York State, candidates in the Western New York region preferred.
- Due to the nature of the referral network, the Outreach Manager may work outside of business hours, primarily in response to emergency referrals of a patient in crisis from external partners.
- Occasion travel for conference, team development opportunities, or program expansion.
- Must have a driver’s license with a clean driving record and must have reliable transportation.
- Bachelor’s Degree in related field.

Pay: $73,000.00 - $77,000.00 per year
