Overview:
Herzog Transit Services, Inc. is currently seeking a Director of Safety across the United States to join our team.
The ideal candidate for this job will be a safety professional with knowledge of FRA (commuter and intercity) and FTA (light rail and streetcar) operations.
Duties and Responsibilities:
- This is a non-exhaustive overview of the job duties for this position.

Responsible for oversight of all Safety related activities, programs, and guidelines of passenger rail systems including but not limited to Operations, Transportation, Track, Signal and Mechanical forces.

Twenty-four hours a day, seven days a week telephone response and support to project managers relating to accidents, incidents and injuries.
- Responsible for providing accurate real time information to executive management regarding major incidents and injuries.

Partner with Directors of company’s other divisions to identify, develop and execute safety strategy to facilitate continuous improvement.

Responsible for the development, implementation and oversight of continued maintenance of all Corporate Safety Programs.
- Responsible for continued compliance with System Safety Program Plans.

Compliance oversight of FRA required Commuter and Intercity programs including but not limited to 49 CFR Parts 217, 219, 225, 228, 238, 239, 240, 242, 243, 270, 272.
- Compliance oversight of FTA safety programs.

Compliance oversight of OSHA, SSO, CPUC and other state, federal or local safety requirements.

Work directly with other Safety Managers at each job site in strategizing short, medium, and long-term goals for managing hazardous working conditions and eliminating unsafe employee activities.

Direct the development, implementation and coordination of the safety training programs.
- Perform risk assessments and utilize safety assessments, accident/injury trend analyses, safety performance data and input from other departments to identify potential safety deficiencies and corrective actions.

Track unusual occurrences and events and maintain statistics the company.

Provide accurate monthly, quarterly, and annual reports.

Reports directly to the HTSI Vice President of Business Operations and has reporting requirements to Transit’s Executive leadership.

Attend meetings, representing Herzog with regulatory authorities and clients.

Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.

Regular and predictable attendance and punctuality are a requirement for this position.

Travel Requirements:

Extensive travel to Herzog operating projects across the United States is required.
Qualifications:
- High school diploma or equivalent.
-
Minimum of ten (10) years of relevant prior management experience with a commuter or intercity railroad operation, with demonstrated working knowledge of, and experience with applicable regulatory authorities (FRA, OSHA, FTA, SSO, CPUC).

Demonstrated experience in management of safety programs for a commuter or passenger railroad;

Demonstrated safety record and experience implementing and maintaining safety programs;

Demonstrated ability and availability to respond immediately to emergency or problem calls, and to be on call twenty-four (24) hours a day, seven (7) days a week;

Demonstrated ability to lead, develop, maintain, and implement safety plans and procedures, including training;

Ability to manage the development, implementation, and application of system safety plans, processes, and procedures.

Familiarity with compliance and qualification management software, SafeTrack preferred;

Experience with management and execution of drug and alcohol programs, to include DOT regulated and non-DOT Company drug testing programs.

Demonstrated experience with on-sight safety audits of facilities and railroad assets.

Demonstrated experience with internal and external auditing procedures for safety program and plan compliance.

Experience with all facets of accident and incident investigations, including but not limited to proper documentation, root cause analysis, report preparation, and execution of corrective actions upon determination of cause.

Proficiency with Railroad operating rules including the General Code of Operating Rules preferred.
- Ability to work with common software including Microsoft Word, PowerPoint, Teams, Excel, and Outlook is required.
- Ability to communicate safety philosophies to all levels of employees within an organization, from entry level to executive staff.

Demonstrated history of establishing and maintaining positive client/contractor relationships.

OSHA 30 Hour General Industry is preferred.
-
Knowledge of APTA Best Practices Manual preferred.

Candidate must have the ability to research and interpret rules, regulations, directives, and contract language and apply applicable procedures or processes.
- Experience working within an Organized Labor environment preferred.

Experience with behavior-based and/or risk reduction safety programs; able to develop Site Specific Work Plans and Job Safety Analyses.

Maintain valid driver's license and endorsements as required per position.

Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
- Successfully complete and maintain any required safety certification and testing on an annual basis.
