Program Analyst Level IV
Support Location: Edgewood, MD-On-Site

Position Summary
Akytech is seeking a senior Program Analyst IV to provide requirements integration, capability portfolio alignment, governance support, data-enabled decision support, stakeholder engagement, and strategic advisory services for the chemical, biological, radiological, and nuclear defense enterprise. The analyst will turn complex Service and Joint requirements into decision-quality analysis, synchronize cross-program activity, maintain governance and portfolio management products, and build collaborative tools that improve leadership visibility and execution.
Key ResponsibilitiesRequirements Integration and Analysis
· Analyze Enterprise Requirement Activity submissions received from Army G-8.
· Identify gaps, overlaps, and redundancies across Service and Joint requirements.
· Translate requirements into operational capability impacts and align requirements to Joint Operational Problems (JOPs).
· Develop recommendations for requirements prioritization and refinement, and prepare decision-quality briefings for leadership.
Capability Integration and Portfolio Alignment
· Maintain and update the JWCI Capability Map.
· Map requirements to capability portfolios and mission threads; identify integration seams across systems and portfolios.
· Support cross-program synchronization and develop courses of action for capability trade-offs.
Governance and Battle Rhythm Support
· Develop and maintain the JWCI Governance Calendar.
· Plan, coordinate, and support Requirements Working Groups, Council of Colonels forums, DASM engagements, and other senior-leader sessions.
· Develop agendas, read-aheads, and decision frameworks; capture and track decisions and action items.
· Keep governance forums focused on decision-making and use Microsoft Teams and SharePoint to centralize materials, collaboration, and decision logs.
Data Analytics, Visualization, and Decision Support
· Design, develop, and maintain dashboards and applications using Power BI, Microsoft Power Apps, SharePoint, and Microsoft Teams.
· Build and maintain a JWCI Common Operating Picture integrating requirements data, portfolio risks, integration activities, governance events, stakeholder engagement, and team workload.
· Develop Power Apps tools for requirements tracking, issue escalation, and stakeholder input; automate workflows using Power Automate and other approved tools.
· Provide executive dashboards, trend and predictive analysis, and role-based data views while complying with data-governance and access-control requirements.
Stakeholder Engagement and Strategic Communication
· Maintain the Stakeholder Tracker/heat map and coordinate with stakeholders including Army G-8, JROC staff, DTRA, and the liaison officer network.
· Develop engagement strategies and communication materials; capture and analyze stakeholder feedback.
· Use Teams, Power Apps, and Power BI to track engagements, share tailored stakeholder views, and enable distributed collaboration.
Strategic Planning, Risk, and Continuous Improvement
· Assess and improve JWCI workflows; develop standard operating procedures, operating frameworks, and the JWCI concept of operations (CONOPS).
· Identify opportunities to reduce bureaucracy, improve efficiency, and align processes with applicable acquisition and requirements reforms.
· Maintain the Portfolio Risk Register; assess requirements, integration, and resourcing risks; develop mitigation strategies; and elevate critical risks to leadership.
Required Qualifications
· Ten years of operational management experience, or a bachelor's degree in operational management, technical management, or a closely related field.
· At least five years of experience in project management, DoD acquisition, or another field of comparable complexity and responsibility.
· At least five years of experience using Microsoft Office, including Outlook, PowerPoint, Excel, Project, and Word.
· At least five years of SharePoint-related experience.
· Active Secret security clearance.
· Ability to work on-site in Edgewood, Maryland.
Role-Critical Capabilities
· Senior-level analytical judgment and the ability to synthesize complex requirements into clear recommendations.
· Strong written and oral communication skills for decision briefings, governance products, and stakeholder engagement.
· Ability to manage multiple cross-functional priorities, maintain accurate action tracking, and deliver on established timelines.
· Working proficiency with Power BI, Power Apps, Power Automate, Microsoft Teams, and SharePoint sufficient to perform the responsibilities above.

Pay: $85,000.00 - $110,000.00 per year
