Essential Job Functions:
The main purpose of the position is to process all phases of new and pending expungements filed in the Circuit Court for Howard County. The incumbent will provide accurate information regarding the expungement process to the public, internal and external agencies, as well as attorneys daily either in person or by telephone. The incumbent is responsible for reviewing documents for completion, entering the petition into Odyssey, accepting petitions in File & Serve, locating files, preparing orders, processing orders, scanning documents, and scheduling hearings. The incumbent will monitor and maintain the case throughout the entire expungement process which is 90 to 120 days. Once all the compliances are received, the case will be sealed.
Review, accept, and process expungement petitions for circuit court cases through MDEC/Odyssey and other expungement filings. Process orders and compliances for the completion of the expungement process.
Provide forms for expungement request: Form CC-DC-CR-072A, Form CC-DC-CR-072B, Form CC-DC-CR-072C, Form CC-DC-CR-072D.
Assist customers by telephone or at the counter with basic filing information for expungements.
Correspond with customers by telephone and in writing regarding paperwork or information needed.
Perform other related duties as assigned.
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: One (1) year of work experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal or financial services.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge:
General office practices, procedures, and equipment.
Standard legal forms and documents used in the Judiciary.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Court procedures must be extensive and utilized in completing daily job duties.
Skill in:
Customer service and handling problems tactfully and patiently.
Typing on a personal computer.
Accuracy and attention to detail.
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, cash register, scanner, fax machine, etc.
Use and maintain numerical filing system to locates files, until all cases are completely scanned.
Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
Understand and abide by departmental rules, regulations, and procedures.
Multi-task and maintain a high level of accuracy.
Exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys.
Follow procedures, verbal and written instructions, and protocols for any given assignment.
Use proper grammar, punctuation, and spelling.
Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.
Learn and perform all tasks in the Criminal/Juvenile unit.
Adapt to changing rules, laws, and procedures.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Computer equipment, telephone, scanner, printer, copier, fax machine and paper shredder.
Software and Computer Skills:
Microsoft Office (Outlook, Word, Excel, Teams). Windows. Enterprise Justice Case Management System to process cases. Enterprise Justice File & Serve to accept e-filings. Connect to submit timesheets, leave requests and complete annual self-performance evaluation. Paper Vision for looking up old case numbers and docket sheets.
