About the Role
Creative Solutions for Hope (CSH) is seeking an experienced Human Resources Manager to lead the organization’s employee‑relations and people‑operations function. This role is responsible for investigations, performance management support, policy interpretation, manager coaching, and employment‑related risk management across California and additional jurisdictions as the organization grows.
This position exercises independent judgment and discretion and partners closely with Payroll, Recruiting, and HR Compliance, while not supervising or managing those functions. This role is evaluated based on professional judgment, outcomes, and compliance—not hours worked.
Key Responsibilities
Employee Relations & Investigations (Primary Ownership)
- Own employee‑relations matters including employee complaints, misconduct, conflict resolution, and policy violations
- Conduct and document workplace investigations (harassment, discrimination, retaliation, and policy violations) from intake through resolution
- Provide objective and defensible recommendations to leadership regarding corrective action and termination
- Coordinate with legal counsel and preserve attorney‑client privilege in high‑risk matters
Performance Management & Manager Coaching
- Coach managers on performance expectations, documentation, and corrective‑action processes
- Support performance improvement plans and proactive intervention
- Reduce escalations to leadership through structured HR guidance
Policy Interpretation & Risk Management
- Interpret and apply HR policies consistently and lawfully
- Ensure compliance with California employment laws and applicable federal regulations
- Identify employee‑relations risk trends and recommend mitigation strategies
Leave & Accommodation Decision Support
- Serve as escalation point for complex leave and accommodation matters
- Lead or support the interactive process under ADA and California FEHA
- Partner with HR Compliance on leave administration, notices, and tracking
Cross‑Functional Partnership (No Oversight Role)
- Partner with the Payroll Administrator and Paychex to ensure HR actions are reflected accurately
- Partner with Recruiting to support compliant hiring, classification guidance, and onboarding requirements
- This role does not process payroll and does not manage Recruiting or Compliance operations
Required Qualifications
- Minimum 5 years of progressive Human Resources experience
- Strong working knowledge of California employment laws
- Demonstrated experience conducting workplace investigations and drafting defensible documentation
- Experience supporting performance management and corrective‑action processes
- High discretion with confidential and legally sensitive information
- Proficiency with HRIS systems and Microsoft 365
Preferred Qualifications
- PHR, SPHR, SHRM‑CP, or SHRM‑SCP certification
- Experience supporting multi‑state HR compliance
- Healthcare or behavioral health experience (preferred, not required)
Compensation & Benefits
Starting Salary Range: $80,000 – $95,000 annually, depending on experience and qualifications
This is an exempt, salaried position based on professional responsibility, independent judgment, investigative authority, and employment‑related risk management.
