Zoning Officer
Position Summary
This is a highly skilled, multifaceted professional position responsible for overseeing the applications and procedures required for zoning administration, including the interpretation and enforcement of Radnor Township’s zoning-related codes. This position is also responsible for the ongoing oversight and upkeep of the Township’s Zoning Code over time, including the planned Zoning code overhaul project. The Zoning Officer reports directly to the Director of Engineering & Community Development and works closely with the Assistant Director of Engineering and Community Development, Township Engineering Staff/ Consultants, Code Officials, Economic Development Manager, GIS Coordinator, and Township Solicitor’s Office in all zoning matters of the Township. The position requires excellent organizational planning, negotiating, and diplomatic skills and a great deal of latitude for exercising independent judgment in carrying out essential job duties.
Essential Job Duties
Serves as the Township’s Zoning Officer, ensuring compliance with Chapter 280 – Zoning, of the Radnor Township Code, including the issuance of permits and licenses as required; serves as liaison to the Zoning Hearing Board.
Responsible for assistance in overseeing enforcement procedures to ensure compliance with Chapter 255 – Subdivision and Land Development, of the Radnor Township Code and the Pennsylvania Municipalities Planning Code. Reviews all subdivision and land development applications for compliance with Chapter 280 Zoning and shall serve as a member of the Subdivision Advisory Committee. The Zoning Officer also reviews building and grading permit applications for compliance with Chapter 280 Zoning.
Reviews code violations and complaints of violations with staff to determine appropriate action; issues zoning citations and represents the Township in proceedings in District Court and Common Pleas Court when required.
Prepare monthly and annual reports as requested by the Director, Township Manager or other Township officials.
Attend meetings of the Board of Commissioners as requested, Zoning Hearing Board, Design Review Board and other Boards and Commissions as assigned by the Director. Serves as a liaison with other regional, state and federal agencies and organizations as required.

Qualifications
Applicants must have at least 5 years of progressively responsible experience in zoning, or zoning related matters, and must be a Certified Zoning Officer in the Commonwealth of Pennsylvania. Additionally, the applicant must have graduated from an accredited four-year college or university with a degree in planning, engineering or related field. An equivalent combination of education and experience demonstrating considerable knowledge and exposure to the principles and practices of community development programs may be considered.
Thorough knowledge of township, county and state codes related to zoning, land use and other related codes, ability to read and understand complicated plans, blueprints, construction sketches and drawings; ability to communicate effectively orally and in writing.
Adept in the use of and operation of Geographic Information Systems.
Adept in the use of Microsoft Office Suite, knowledge of Munis software a plus.
Thorough knowledge of zoning laws and comprehensive plans, including their formation, process of adoption, and enforcement; extensive knowledge of planning programs and processes; thorough knowledge of economic, geographic and demographic factors involved in community development.
Excellent negotiation, written and interpersonal communications skills, with the ability to deal effectively with elected officials, developers, federal, state, and county regulators, the general public, fellow staff and employees.
Must have a valid Pennsylvania Driver’s License at the time of employment.

This is generally light to moderate work, employees must occasionally lift and/or move up to 20 pounds, must be able to sit for up to 4-8 hours, stand for 2-8 hours, and walk for up to 2-8 hours a day.
Ability to bend, stoop, climb, squat, lift, push/pull, and reach above shoulder level, for up to 25% of the day.
Ability to use both hands for simple grasping and fine manipulation of objects, tools and equipment including repetitive work involving the arms, hands, and fingers.
Ability to drive an automobile.
Vocal communication, visual acuity and unimpaired hearing are required.
